Research On Cruise Ship Maritime Supervision Of Guangzhou MSA

In 2016,the first cruise line of Guangzhou officially opened a new era of cruise tourism.Three years later,Guangzhou Nansha international cruise home port with the largest construction area in China officially opened for operation.Since the first voyage,the total number of cruise passengers and voyages in Guangzhou increases year by year.In order to ensure the safety of cruise ships entering and leaving the port and improve the satisfaction of passengers,it is urgent to improve the cruise maritime supervision capability of Guangzhou MSA.On the basis of reading a lot of literature,this paper selects the cruise maritime supervision of Guangzhou MSA as the research object,analyzes the current situation of cruise maritime supervision of Guangzhou MSA by using the theory of government regulation and collaborative governance,finds out the problems existing in the process of cruise maritime supervision in Guangzhou,analyzes the causes of these problems,and draws lessons from the advanced experience of cruise maritime supervision at home and abroad.Finally,it puts forward some suggestions and countermeasures.Through literature research,field survey,comparative analysis and case study,this paper finds that there are still some problems in the cruise ship maritime supervision of Guangzhou MSA,such as insufficient navigation safety guarantee ability,inadequate timeliness of cruise customs clearance,short of cruise safety inspection,and insufficient preparation for emergency disposal of cruise ships.Accordingly,the paper proposes to strengthen the capability of navigation safety guarantee,constructing the fast customs clearance platform for cruise ships,paying attention to the safety inspection of cruise ships entered the port,perfecting the emergency system and improving the emergency response capability.Simultaneously,the visual software of comprehensive risk assessment,the information comparison system of crew members of cruise ships and the function of face recognition and inspection are developed in the research.
