Research On The Management Strategy Of Larger Ship Construction In China MSA

In the background of national strategies named "maritime power" and "transportation power",in accordance with the lawful duties of the China Maritime Safety Administration(China MSA),it is vital for China MSA to build larger ships formation for cruise,search and rescue fleet,which is aiming at improving the maritime safety management and emergency handling capacities in Chinese coastal,as well as essential international shipping channels.These ships have benefits to the maritime traffic safety,with the reason that it will push the equipment construction of China MSA developing with high-quality.The analysis is induced to evaluate the situation of larger ships for maritime supervision.Based on researches of existing larger ships building successful cases,problems are also analyzed to present the feasibility about the construction of larger ship formation in China MSA.The larger ship constructions of home and abroad are compared to extract the weak points and shortcomings of larger ships in China MSA.Meanwhile,corresponding suggestions are proposed.In accordance with the study service-oriented government policy of China,requirements of "ensuring the safety and smooth flow on important international shipping channels" and the relevant requirements of "Regulations on the management of maritime ships equipment" in China MSA,the quantity and scale of larger ships are estimated to the constructive planning of China MSA.This research provides the basis for both of<The construction planning of transportation support system>and<The development and construction planning of maritime system>.The results show that,during the "14th five year plan" period,China MSA should build 4 larger patrol ships and 2 larger hydrographical ships,update 3 larger buoy-laying ships,so that a scale of 20 larger ships including 10 larger patrol ships,7 larger buoy-laying ships,and 3 larger hydrographical ships can then be formed,in order to establish a global cruise,search and rescue fleet with the larger patrol ships to carry out maritime cruise,search and rescue,and larger buoy-laying ships together with larger hydrographical ships to support navigation capability.At that time,maritime safety management and emergency response could cover the entire Chinese coastal and important international shipping channels.At the middle of this century,additional 10 larger patrol ships should be built to form a global cruise,search and rescue fleet.Then a China MSA fleet with more than 30 larger ships including at least 20 larger patrol ships,7 larger buoy-laying ships and 3 larger hydrographical ships,as to powerfully support the national strategy of becoming a powerful transportation country.It can be showed that,China MSA should pay more attention to the planning,capital,management,technology and other aspects to push the construction of large ships forward.First of all,it is necessary to have a scientific planning,which will link the construction of larger ships with the national development strategy.Secondly,various channels should be promoted to broaden the supply of financial funds,so that the project funds will be guaranteed.Thirdly,revise the relevant construction management system to standardize the construction process at the right time,so that the management efficiency will be improved.Finally,it is important to improve the technical level of larger ships building,enhance the adaptability of larger ships in the deep sea,at the same time,and improve the information levels of larger ships by building comprehensive information integration and command system.
