Land Layout And Planning Strategy Research Of China Maritime Industrial Development Area

Under the guidance of national industrial development plan and marine development strategy.Coastal city built Maritime Industry Development Area(MIDA)through land reclamation,and promote the development of maritime area.MIDA carries the dual functions of industrial development and urban space expansion.It is an important demand for coastal urban construction for promote coastal industries and sustainable development.It has many characteristics different from other coastal industrial areas which including land-maritile resource utilization,reclamation land source and near-shoreline land layout,single maritime spatial expansion and others.It belongs to a new planning type,and relevant theoretical research is still in the exploration stage.It is an important topic for the coastal areas development of establish MIDA research framework and clarify development goals,dynamic mechanisms and development strategies.The study first summarizes the MIDA's characteristics and evolution paths through 35 international cases study,and focus on Japan,South Korea.Singapore cases which similar to China's industrial development feature.The paper studies from the two dimensions of evolution history and industry path.In the evolution dimension,the study clarifies China MIDA's position through analysis the three countries' MIDAs histo,y.In the dimension of industry type.the paper studies the differences in the development path of heavy chemical industry,processing industry and comprehensive industry.The research sumlarizes the four development models of industrial group model,industrial town model,regional collaborative development model,and comprehensive urban functional areas model,and summarizes the influencing factors from the levels of industrial land and new town development.Facing China's diversified coastal industrial practices,the study sumlarizes the space and geographical features of coastal industry and harbor.The article proposes a classification method for MIDA combined with the development model of port-industry-town.Specifically,it includes port expansion type,new port type,heavy chemical type,processing industry aggregation type,and marine resource utilization type.Through investigation,data analysis.model deduction and literature review,the article summarizes MIDA layout patterns and development problems based on 122 China case.Through the comparison of domestic and foreign MIDA models and scales,the study points out that the heavy chemical industry,which occupy a large proportion in MIDA,belong to capital-intensive industry with the feature of low employment density,and it will lead to excessive scale of supporting living space with general scale prediction methods.In addition,land reclamation makes the industrial land have elastic development characteristics.The study proposes strategies to promote MIDA intensive development such as reasonable positioning.optimized scale prediction method,and adopt flexible planning and others.The research establish theoretical framework contains multiple fields of industrial development,urban and rural planning.and marine planning etc.and it proposes promotion strategy of improve land-marine planning system.In addition,the research analysis MIDA characteristics and proposes special planning strategies from the perspective of port function evolution.coastal industrial diversification,and marine ecological restoration.The study defines the MIDA's concept and studies 157 cases,and separates maritime industry from port industrial field and establishes research case library.The study analyzes the MIDA's influences from the perspective of industrial organization and harbor development,and establish Port-Industry-Town research framework.The study proposes the classification method of MIDA under the port-town cross-frame,which break the single industry classification method by economic geography scholars and establish the urban and rural planning research basis.The study addresses urban construction issues in coastal areas.Based on a large number of survey and cases analysis,it is expected to explore the development dynamics through constructing theoretical framework,summary MIDA models,impact factors analysis,strategy system generation and other research.The study is striving for a scientific and operative strategy to provide theoretical and technical support for the national marine strategy implementation and coastal region long-term development.
