Study On The Evaluation And Countermeasures Of Sponge City Construction In Taiyuan

In recent years,with the rapid development of China’s economy and the acceleration of urbanization,the irrational utilization and exploitation of water resources occur frequently,and the multiple water crises come one after another,leading to the degradation of water ecosystem services.In this context,the concept of sponge city came into being,as an important part of ecological civilization construction has been widely concerned,so it is of great significance to conduct in-depth research on it.As the provincial capital of Taiyuan,Shanxi Province,due to the earlier development of coal resources,resulting in waste of water resources and serious water pollution situation,through the construction of sponge city can greatly improve the current situation,so on the basis of summing up the relevant theoretical research results,practical experience and evaluation system of sponge city at home and abroad,this paper takes the connotation of sponge city as the starting point and combines the actual situation of Taiyuan,this paper analyzes the current situation of sponge city construction from the aspects of planning and project construction,and according to the construction principles of evaluation index system and related index system,introduces the model to establish three layers,including target layer,system layer and index layer,a 33-indicator system for evaluating sponge cities in Taiyuan,which systematically describes the changing trend of sponge city construction level in Taiyuan from 2010 to 2019.Under the same index system,the remaining 10 cities in Shanxi Province and 7 representative experimental sponge cities in China are compared respectively.In this paper,Principal Component Analysis(PCA)is used to verify the rationality and scientificity of the selected indicators,after determining the index weight,Principal Component Eigenvalue,cumulative contribution rate and Coefficient Matrix,the scores of each subsystem are calculated and combined with the average decision variance method to calculate the comprehensive scores,the result shows that the level of sponge city construction in Taiyuan is on the whole rising gradually.Especially in 2016,a significant increase in the overall score from negative to positive,since then sponge city building capacity has continued,accelerated,and reached its peak in 2019.However,in the process of building sponge cities,Taiyuan still needs to control the population and water pressure,and step up its efforts in the construction of artificial sponge bodies and in its environmental impact and response,in particular,more efforts should be made on such key indicators as the rate of surface water quality and good quality,the rate of reclaimed water utilization,and the proportion of environmental protection expenditure in financial expenditure,although the development potential of sponge cities in Taiyuan is huge,there is still a big gap compared with the pilot cities.Finally,through in-depth analysis of Taiyuan Sponge city construction status and comprehensive evaluation,to find out the problems existing in the construction of sponge cities,such as: lack of systematic regulations and standards,inadequate construction and management,low public response,difficulty in raising funds and technical bottleneck,in view of the above specific problems,in order to further promote the development of sponge cities in Taiyuan,this paper puts forward corresponding countermeasures and suggestions from five aspects,namely,policy system,regulatory responsibility,smart sponge,funding channel and public participation,quickening the pace of local ecological civilization construction.
