At present,most cities in China are facing two contradictory problems: water resource shortage and urban waterlogging disaster which have a great impact on urban development and residents' lives.Therefore,China puts forward a promotion of Sponge City project.Sponge City uses natural greening system and municipal facilities at the same time.It can make the city and ecology develop harmoniously,improve the efficiency of comprehensive drainage and water resources recycling,reduce the runoff and water pollution,so as to protect the happiness of residents' lives,at the same time,we can invest a lot of public services and products to achieve the goal of economic growth.Based on the similar experience and combined with the characteristics of Chinese cities,the thesis constructs a scientific and practical evaluation index of Sponge City.We can uses the evaluation index to evaluate the current situation of the city and analyze the existing problems of the city at present.Then according to the related theories at home and abroad,and the implementation data of similar projects,The thesis sets out the construction standard of Sponge City.Finally,the thesis finds out the key factors,constructs a resource allocation model under the constraint conditions,and plans target value to accelerate the completion of Sponge City construction.The specific work is as follows:(1)Based on the analysis of the objective of Sponge City and the natural,social and economic factors of the construction of Sponge City,The thesis makes clear direction of evaluation of Sponge City.At the same time,the thesis draws lessons from China's sponge city assessment methods and other studies,and designs six standards level.(2)Combined with the existing related indicators,according to the influencing factors of Sponge City construction,the thesis selects 26 indicators,including annual average rainstorm waterlogging control rate,drinking water quality compliance rate,municipal pipe network integrity rate.The thesis also uses the expert investigation method and the grey clustering idea to select and cluster the index,finally determines the index layer composed of 21 evaluation factors.(3)In order to reduce the influence of the unknown factors,this paper uses the idea of unascertained measure to establish the model of Sponge City evaluation,and makes an evaluation and analysis on the construction level of Xi'an city.On the basis of the actual construction data of Xi 'an in 2016 and using the method of determining weight vector similarity,The thesis analyses Xi 'an Sponge City construction level on ?.The results show that the current construction level is low.Then the thesis analyzes the evaluation results from various dimensions,finds out the restrictive factors and puts forward the suggestions for development.Finally,in order to reduce the investment of manpower,budget,land use and and meet the basic requirements of Sponge City,this thesis constructs the optimization model of the construction resources of Sponge City and uses the hybrid particle swarm algorithm based on simulated annealing to plan Sponge City construction in Xi 'an city,analyzes the improvement effect of the target value of the planning results to the key limiting factors and proves the rationality of the evaluation results and the configuration model.
