| In recent years,China’s economic growth has grown rapidly with the trend of the times,and the development of civil air transport has also been wonderful and grand.However,the limited airspace resources,equipment and human resources of civil aviation are no longer able to meet huge air traffic flows,high-intensity workloads and congestion control airspace,which poses a hidden risk that threatens flight safety.Quality management of air traffic control systems is a complex and systematic task that includes the entire process of air traffic control services provided by air traffic control systems to users.Since a study on the quality management method to improve the quality of the entire air traffic control business is very necessary,in this study,the following studies were conducted to improve the characteristics of the air traffic control business.Air traffic control service process quality.First,for the purpose of establishing a complete quality management Deming Cycle(PDCA),the requirements of the air traffic management quality and safety management system(QSMS)are analyzed,and the air traffic management service process quality management model and indicator system are established.Second,two suitable quality evaluation models are proposed according to the air traffic control service process quality key indicator system.In other words,it is a set pair analysis game theory combination weighted to the air traffic control service process quality evaluation model and a projection tracking air control service based on it.Accelerated genetic algorithm process quality assessment model.Taking the Xiamen Air Traffic Management Office of civil aviation as an example,the evaluation result of the former shows the trend of the current operation status equal to the "high quality level",and shows the "operational safety,operational efficiency evaluation indicators".And "management efficiency" are all at the upper level of the "same trend" level2.According to the prediction-seeking value of the latter indicator,the most influential key indicators were obtained.Comparing the evaluation results of the two evaluation models,the latter has less time complexity,and the sample difference is more pronounced,making it more suitable for air traffic Service process quality control evaluation.Then,because the characteristics of the key indicators are different,the control chart is used for monitoring and analysis,and the quality evaluation values and time series models are fitted to eliminate autocorrelation,and obtain a residual control chart that realizes the efficiency of air traffic management service process quality assessment indicator monitoring.Finally,we propose a management and control strategy in three aspects of "safety quality assessment,operation report management,work management" to provide advance warning,realize the control objectives of in-event monitoring,post-improvement and continuous improvement air traffic control service process quality. |
