With the economic developing prosperously, the civil aviation industry also develops rapidly, while facing a variety of challenges. Safety is the everlasting theme of civil aviation, and safety information is the cornerstone of civil aviation safety.Civil aviation is a complex and large system, the problem of safety information has been highly concerned by parties. Strengthening aviation safety information management is extremely important, it can get more lesson and experience in the accident which had occurred in flight, achieve of aviation safety management,enhance the level of safety, it is also an important condition to protect increasing safety of the civil aviation.For providing a scientific and effective performance management program for the civil aviation safety information work and improving civil aviation safety management,establish a performance evaluation model for civil aviation safety information work. through the actual research and reading domestic and foreign literature. Firstly, construct the performance indicator system for the management of safety information work according to the principles of the Balanced Scorecard(BSC),and then solve subjective weight through Analytic Hierarchy Process and calculates the objective weight by Variable Precision Rough Set Model, and uses the principle of minimum relative information entropy to optimize the result for avoiding the strong optional of subjective weight while the poor explanatory of objective weight. After that, validate the target setting and weight values is reasonable based on improved TOPSIS method. Finally, choose fuzzy comprehensive evaluation to evaluate.The A airlines, for example, through data collection and calculation analysis of the situation for the airline safety information work quantitatively, verify the applicability of the Balanced Scorecard principle to safety information work, as well as the weight calculating method and the evaluation method are scientific.
