With the continuous deepening of reforms and the rapid economic development,the monopoly of the power industry has gradually been broken.You can learn from the "Opinions on Accelerating the Improvement of the Socialist Market Economic System in the New Era" issued by the Central Committee of the Communist Party of China and the State Council of the People’s Republic of China.The country has proposed specific reform directions for power,natural gas,tobacco and other fields,allowing moderate access relaxation and price competition to improve resource utilization efficiency and supply-side service quality.The changes in national policies and the external environment have put forward new requirements for the future development of power companies.With the advent of the Internet era,State Grid began to seek new development from the three dimensions of "state-owned enterprise reform,power reform and internal reform" The strategic goal is to write a new historical chapter in the development history of State Grid.After conducting practical exploration and investigation and analysis on the Z hydropower plant directly under the State Grid Jiangxi Provincial Electric Power Company,the author discovered the deficiencies in the internal control of the Z hydropower plant and the historical problems accumulated in the long-term development of the enterprise.Knowledge,trying to use the balanced scorecard,a performance management tool,to improve the performance evaluation system of Z hydropower plant,so as to promote the internal reform of the enterprise and improve the management mechanism of the enterprise.First of all,the author obtained a large amount of high-quality literature on performance evaluation and balanced scorecard through the network platform for reading.After learning the relevant theoretical knowledge comprehensively and systematically,he applied it to practice,combining case analysis,field investigation,and interviews.The method has conducted an in-depth understanding of the performance management of the Z hydropower plant,and then used the Delphi method and the analytic hierarchy process to construct the company-level performance evaluation system of the Z hydropower plant.Finally,the newly established performance evaluation system was applied to the Z hydropower plant through the fuzzy comprehensive evaluation method.During the performance appraisal of Z hydropower plant,safeguard measures have been proposed.This paper uses the balanced scorecard to build a company-level performance evaluation system for Z hydropower plant,and uses this system to evaluate the comprehensive situation of the company in the past two years.After these series of steps,it is confirmed: a performance management system based on the balanced scorecard.It can not only help Z hydropower plant to review its own comprehensive development,solve historical problems,and better fit the strategy-oriented management principles,but also urge Z hydropower plant to continue to embrace the spirit of "striving to surpass and pursuing excellence".it is good.Finally,it is hoped that my country’s traditional state-owned enterprises can continue to learn and use advanced management methods,innovate through the old and bring forth the new,and through continuous changes in internal management to enhance the overall strength of the enterprise,strengthen the core competitiveness,and achieve the ultimate strategic goal of the enterprise.
