| At present,there are many large cross-basin water transfer projects in China,such as Jiang-Ji-Han diversion project,Dongshen water supply project,the first phase of the east middle route of the South-North Water Transfer Project,etc.These large-scale water transfer projects generally have the characteristics of large scale,long distance,large number of stakeholders involved,and intensive social intersections.How to improve the rational allocation and utilization efficiency of water resources,ensure water quality,and coordinate stakeholders;How to realize the sustainable operation of the water transfer project and how to bring into play the economic,environmental and social benefits of the water transfer project is an urgent problem to be solved at the present stage.This paper points out that the current water transfer management system is in urgent need of a series of complete management system and methods through sorting out the current water transfer project status.In addition,through field research and visits,it is found that the current operation management theory and management methods still have shortcomings,so this topic has great research significance.On the basis of reading a lot of literature and theories,this paper carries on the inheritance and development of the previous research.The sustainable supply chain theory and collaborative theory are proposed to fully sort out the stakeholders of the water transfer project,and divide the stakeholders into the government,enterprises and the public.Then combined with the theory of sustainable supply chain,the structure model of sustainable supply chain of water transfer project is constructed.It also analyzes the macro-management mechanism of the government,the operation mechanism of the market(enterprise)and the participation mechanism of public supervision under the condition of water quality assurance,and explores the cooperative management mechanism of multi-stakeholders.Finally,the sustainable supply chain of water transfer engineering is regarded as an open and complex system based on synergetics theory and combining with the process and characteristics of the sustainable supply chain of water transfer engineering.Based on the sub-systems of product flow,information flow,business flow and knowledge flow of the supply chain,the collaborative degree evaluation index system is constructed to reflect the characteristics and objectives of the sustainable collaborative management of supply chain of water diversion project.Combined with DEMATEL and ANP methods,the index weights were determined,and the evaluation model of sustainable supply chain coordination degree of water transfer project was established.Taking the middle route of the South-North Water Diversion Project as an example,this paper quantitatively evaluates its synergistic status,and draws the following conclusions :(1)According to the results,it is reasonable and applicable to apply the theory of sustainable supply chain management to the operation management of the water transfer project at present;(2)According to the calculation of synergistic degree,the middle route of the South-to-North Water Diversion Project has a high level of synergistic degree,and the overall trend is increasing year by year.However,the order degree of business flow subsystem and knowledge flow subsystem is relatively low,so it is necessary to strengthen the innovation and application of high-tech technology,and research and develop a variety of compensation mechanisms.Strengthen mutual learning and communication among managers along the line,improve the overall business level of operation managers,so as to enhance the level of synergy;(3)In the subsystem of knowledge flow,according to the interview,the current management has a shorter learning time and fewer communication and learning meetings are held along the routes.It affects the order degree of knowledge flow subsystem,and thus affects the coordination degree of the whole supply chain.Therefore,more managers believe that it is necessary to strengthen communication and learning between personnel along the routes,and increase the number of similar management communication and training meetings.(4)In order to cope with the complex geographical and climatic environment along the trans-regional water transfer project,it is necessary to mobilize the enthusiasm of all stakeholders and strengthen the collaborative management of sustainable supply chain,so as to improve the overall operation and management level of the water transfer project,and finally realize the sustainable operation and comprehensive benefits of the project. |
