| With the increasingly severe water resources situation,water resources management issues in China have received more and more attention.The water resources management system that integrates river basins and regions is the most feasible water resources management model in my country under the guidance of the comprehensive management concept of river basin water resources at this stage.The initial distribution of water rights in administrative areas within a river basin is the core of this management model,and it is also the most effective way to realize the unified dispatch of water resources in the river basin and the rational circulation of water rights.It is an important measure to alleviate the contradiction between water supply and demand.In order to reasonably allocate the initial water rights of the Nansi Lake basin in Shandong Province,this paper collects the basic data of the Nansi Lake basin in Shandong Province,analyzes the main problems in the study area of the Nansi Lake basin,determines the initial water rights allocation principle and establishes the initial water rights according to the actual conditions of the basin.Right allocation index system.Using 2018 as the base year,establish different allocation models to allocate the initial water rights of the Nansi Lake Basin in Shandong Province in 2030.The main research results obtained in this paper are as follows:(1)Taking 2018 as the current base year,it is predicted that in 2030,the basic water rights of the Nansi Lake Basin in Shandong Province will be 771 million m3 and the production water rights of the basin will be 4.45 billion m3.(2)Based on the fuzzy matter-element method of AHP to calculate the initial water rights allocated to the administrative region in the Nansi Lake Basin in Shandong Province,the distribution plan is 1.677 billion m3 in Jining City,1.437 billion m3 in Zaozhuang City,1.280 billion m3 in Heze City,and 8.27 in Tai’an City.Billion m3.Based on the entropy weight TOPSIS method,the distribution plan is2.346 billion m3 in Jining City,963 million m3 in Zaozhuang City,1.520 billion m3 in Heze City,and 392 million m3 in Tai’an City.(3)The correlation analysis in grey system theory is used to calculate the correlation between the distribution result of the model and the current distribution model,and the friendliness function is constructed to evaluate the friendliness of the distribution model to the basin.After comparison and analysis,the result of the TOPSIS distribution model based on entropy weight is selected as the basis,Using multi-objective optimization method to optimize.The optimized distribution plan is2.232 billion m3 in Jining City,559 million m3 in Zaozhuang City,1.982 billion m3 in Heze City,and 448 million m3 in Tai’an City.(4)After comprehensive comparison,the optimized initial water rights allocation plan for the basin is more suitable for the Nansi Lake basin in Shandong Province.According to the results of the optimization plan,it is recommended that the initial water rights allocation in the Nansi Lake Basin in Shandong Province: the current initial water rights allocation in Jining City can be maintained;in order to promote the development of regional comprehensive benefits,the initial water rights allocation in Zaozhuang City and Tai’an City should be appropriately increased;For the problem of water waste,implement water-saving work and appropriately reduce the initial allocation of water rights in Heze City. |
