With the development of China’s reform and opening up,poultry and Swan breeding industry in China has experienced nearly 20 years of rapid development,and the scale of breeding has also undergone tremendous changes.With the advancement of the process of global economic integration,the promotion of industry 4.0,the full implementation of the Internet of things,the large-scale development of aquaculture industry,enterprises are facing more and more intense market competition.As the key part of enterprise management,procurement management,cost control,delivery management,quality control,comprehensive coordination ability and so on,are of decisive significance to the core competitiveness of enterprises.This paper mainly takes G company as the research object,based on the sub-contracting procurement management of procurement management to carry out relevant research and analysis.This paper comprehensively uses the relevant theories of procurement management and sub-contracting procurement management to summarize the procurement management of G company,analyzes the causes of the problems existing in the current situation of subcontracting procurement management in detail,and puts forward the improvement measures of subcontracting procurement management from four aspects of project on-time delivery,project cost control,project quality control and subcontractor optimization.In the aspect of on-time delivery of the project,it is mainly through the implementation of the new material number audit system to improve the processing time of the early process;formulate the unified implementation schedule of the three parties to monitor the progress of the whole project in real time,and adjust the construction plan in time to ensure that the progress of the whole project is not affected;from the aspect of contract management,both parties are required to strictly implement the relevant provisions of the license;from the aspect of site management,it is necessary to strictly implement the relevant provisions of the license In terms of management,improve the tripartite communication and coordination to ensure that problems can be found and solved quickly and timely during the implementation of the project,and finally ensure the timely delivery of the project.In the aspect of project cost control,this paper analyzes from the external and internal aspects,and puts forward improvement measures respectively.Aiming at the external reasons,it puts forward the bidding system of subcontracting project and the measures of subdividing project quotation to reduce the procurement cost;aiming at the internal reasons,it mainly introduces the standardization of project quotation,standardizes the financial payment system,and proposes the standardization of cost accounting framework and the establishment of quotation audit system Nuclear team,to control the overall cost of the project.In terms of quality control,the control process of subcontracting procurement project is newly added to strengthen the control of project quality and reduce project quality complaints.In the aspect of subcontractor optimization,it mainly proposes to establish the cooperation of strategic cooperative subcontractors,improve the selection process of subcontractors,and increase the assessment of subcontractor management,so as to optimize and integrate the number of suppliers in the system of G company.Through the preliminary practice of the above series of improvement measures,the subcontracting procurement project of G company has been greatly improved.The project delivery has been greatly improved,the overall cost has been controlled,the project site management has been greatly improved,and the overall implementation effect has basically met the company’s expectations.The research of this paper also has a certain reference value for the improvement of subcontracting procurement management of EPC general contracting projects in international and foreign aquaculture industry.
