| At present,my country’s economic model has undergone a very big change.The economic operation has entered a new normal development,from a rapid growth in quantity to a stage of qualitative leapfrogging.The transformation of the national development model puts forward new requirements for urban construction and development,and promotes cities from extensive development to intensive development models,and promotes green and low-carbon circular development.China has become a major country in the development of urban underground space,but the underground space planning system is not perfect,and there is a disconnect between "planning control" and "management mode" and "guidance practice".Therefore,it is necessary to take "how to efficiently control" as the goal orientation,Carrying out a systematic assessment of the implementation of underground space planning to clarify the optimization direction of the underground space planning control mode,and the targeted realization and improvement of its planning preparation to the planning implementation work system will become important social and economic benefits..From the perspective of the implementation of underground space planning in urban central areas,this article summarizes the current problems encountered in the implementation of underground space development in urban central areas and the planning operation mode.By constructing an implementational underground space planning evaluation model,the use of economic and social benefit development The model extracts the element categories needed for the evaluation of the implementation of underground space planning in the urban center.Establish qualitative index elements and quantitative index elements from economic conditions,overall planning goals,underground space development coverage,underground space scale and intensity,functional layout,and underground space planning implementation guarantee mechanism.According to the Analytic Hierarchy Process（AHP）Evaluation factor index weight.Through graded evaluation and percentage method,combined with relevant national standards and reference successful cases,the measurement and quantification indicators are standardized,so that it can be turned into the satisfactory value of the relevant attributes in the planning evaluation plan in the decision-making and evaluation analysis,so as to obtain the basic evaluation standard.By using the constructed evaluation model and taking Kunming Wujiaba as an example,it evaluates the development benefits,public benefits,implementation guarantees and other indicators of its underground space.It is concluded that its planning score is 7.8 points,and its shortcomings Analyze and study the evaluation indicators of various aspects of the Kunming Wujiaba underground space plan,provide reasonable and good optimization strategies for the preparation of Kunming Wujiaba underground space planning,development control indicators,and implementation of management mechanisms.From the perspective of implementation benefits,this thesis combines qualitative and quantitative analysis of underground space evaluation indicators,evaluation principles,evaluation frameworks,etc.,and builds an evaluation index system for underground space planning.It is hoped that it can provide theoretical and methodological reference for the planning and construction of underground space,and it has a positive significance for promoting the rational construction of underground space. |
