With the continuous advancement of the reform of the power system,the construction of the power market has been comprehensively deepened.In order to solve strategic issues such as the low efficiency of power resource allocation in China,a new round of power reforms will break the monopoly of power prices in the power grid,liberalize market competition,and promote direct transactions between the power generation side and the qualified power consumption side by signing bilateral transaction contracts.The reform requires that the construction of the power market should be carried out in the mid-to-long-term and spot trading,and gradually establish a power market system that uses mid-to-long-term transactions to avoid risks,uses spot trading to centrally optimize the allocation of power resources,and discovers true price signals.The electricity spot market is the core link of the construction of China’s electricity market system.In order to speed up the construction and improvement of the power market system,in September 2017,China issued a notice on the pilot construction of the power spot market,and selected eight regions as the first batch of pilots.At present,the first batch of eight power spot market construction pilots have entered the trial operation stage.In the context of the continuous advancement of the electricity spot market in China,in order to accelerate the construction and improvement of the electricity market system and the pilot construction of the spot market,based on the consideration of power generation side quotes,power generation enterprises are required to measure and disclose real-time costs and establish a unit power generation cost calculation mechanism And use the measurement results for the spot market simulation and trial operation.Based on the above background,this paper takes thermal power plants as the research object and conducts in-depth research on real-time costs,which has certain practical significance and reference value.The content of this article mainly includes the following four aspects:First,it combs the relevant theory,policy evolution process and typical regional power market operation status of the power spot market,and lays the foundation for further targeted real-time cost analysis measurement methods and strategic recommendations;second,Combined with the market environment and the actual operation and management status of the power plant,explore the real-time cost components of the power plant,scientifically divide the cost types according to different cost characteristics,construct a real-time cost analysis framework,and analyze from three dimensions:variable cost,fixed cost and start-up cost Establish a real-time cost estimation model.Thirdly,in order to verify the accuracy and effectiveness of the real-time cost model,this paper takes five power plants as examples,based on the above model for cost calculation and verification,the results prove that the model is scientific and effective,based on the fluctuation characteristics of real-time cost established real-time The correlation between cost and unit load provides support for power plants to adjust quotations in time according to load changes.Finally,for the scientific and reasonable application of the real-time cost measurement model,this paper proposes a practical guarantee implementation strategy to ensure the continuous and effective realization of real-time cost data calculation and management,and to provide a basis for cost data for the competitive bidding of the electric power spot market.The main research contributions of this paper are as follows:First,based on the requirements of the electricity spot market,a real-time cost management method has been established prospectively.Second,based on the goal of improving the level of quotation decision-making,a real-time cost analysis and calculation framework was pioneered.Third,optimize the real-time cost factor calculation method and build a real-time cost analysis and calculation model for power generation.Fourth,innovatively combine mathematical models and statistical methods with cost measurement to improve the scientificity of real-time cost measurement.The research results of this paper provide a reference for the thermal power plants to participate in the electricity spot market,carry out cost calculation analysis and market quotation.
