Economic development largely depends on the development of electric power,so our country in recent years constantly increase the power reform.China’s first electric power system reform took place in 2002.After more than a decade of practical verification,the "Several Opinions on Further Deepening the Reform of Electric Power System" was issued in 2015 to further standardize the electric power market and re-establish the electric power market pattern and trading order.The core of this electric power reform is to reduce the electricity cost on the demand side,restore the commodity attribute of electricity,further promote the reform of the electric power market,and enhance the competitiveness of the industry.The reform of the electric power system has forced the electric power enterprises to make more changes.For power generation enterprises,the main reform is to open the market access in the power generation side,let go of users’ right to choose,give play to the role of market allocation,and introduce the competition mechanism.Facing the new market environment,the key is to reduce costs,in order to improve the economic benefits of enterprises.Therefore,power generation enterprises need to make appropriate adjustments and conform to the trend of reform in order to gain greater advantages in the future competition.According to the 13th Five-Year Plan for Wind Power Development,China’s total installed wind power capacity should reach 210 million kilowatts or more by the end of 2020.Among them,offshore wind power has a total installed capacity of 5 million kilowatts or more,generating 420 billion kilowatt-hours of electricity annually,accounting for about 6%of the country’s total electricity generation.At present,China’s eight ten million kilowatt wind power base is the most concentrated wind power development region,but its overall development space is still huge.The cost of wind power has always been the main factor affecting the development of wind power enterprises.Therefore,the management of wind power cost and the effective reduction of wind power cost are conducive to the industrial scale of wind power enterprises and the promotion of energy structure upgrading.This paper is based on the new round of power system reform as the entry point of research,according to the current situation of China’s wind power development,the existing relevant literature is analyzed and summarized.Secondly,the development status and prospects of the wind power industry are analyzed,and the relevant basic concepts are clarified.Thirdly,this paper starts with the influence of power system reform on wind power enterprises,and expounds the problems existing in wind power enterprises.Fourthly,based on LCOE cost analysis,six representative wind power generation bases are selected as samples,and LCOE model is established for sensitivity analysis,from which the key factors affecting wind power LCOE cost are found.Fifth,according to the previous modeling analysis,combined with the actual situation of wind power enterprises,put forward suggestions to reduce the cost of wind power enterprises.The innovation of this paper is that the LCOE method is used to calculate the cost per kilowatt hour of relevant wind power enterprises,so as to avoid the impact of forecasting corporate cash flow on the data and improve the accuracy of model prediction.According to the analysis results of this paper,the prediction results of this model are close to the actual cost per kilowatt hour of wind power.At the same time,the selected sample cases are analyzed in detail,and the suggestions to reduce the cost of wind power are put forward,which has guiding significance for wind power enterprises.
