Research On Quality Control Of University Construction Projects Under EPC Mode

As one of the engineering contracting and management modes gradually emerging in the world in recent years,EPC general contracting mode carries out several or all stages of contracting for the design,procurement,construction and commissioning of construction projects,and has a broad application prospect in China’s construction industry.However,in the current construction projects of colleges and universities in China,as the construction party,there is an imperfect legal person responsibility system for the project.The principals and construction management personnel of the colleges and universities change a lot.They are not familiar with the construction laws and regulations,and the operation and management are not standardized.The preliminary work is not thorough enough,and the campus and design drawings are not scientifically and reasonably planned.The leaders’ personal preference for colors is serious,and the random demolition and modification results in the waste of resources.The engineering management personnel is few,the management is unreasonable,causes the quality and the safety accident to occur frequently and so on some problems which cannot be ignored.As the construction side,construction enterprises also have poor general contractor quality management awareness and concept.The project quality management system is not perfect.Lax execution of procedures,poor communication and coordination among participating units and professions,etc.Therefore,how to effectively control project quality and solve the above problems by applying EPC general contracting model to university construction projects has become the research purpose of this paper.To effectively control the quality management of university construction projects,this paper firstly analyzes the applicability of EPC project management mode in the quality management of university construction projects through analyzing the basic characteristics and existing problems of EPC project management mode in the quality management of university construction projects.Then,it analyzes the construction and operation of the quality management system of university construction projects under EPC project management mode.Finally,combining with the construction project of Fenghua Campus of Zhejiang Pharmaceutical College,the paper makes a case analysis of the quality control of university construction projects under EPC project management mode,and draws a conclusion that adopting EPC mode can effectively control the quality of university construction projects.The main research work and results of this paper are as follows:(1)The quality management system should be guided by the quality objectives of university construction projects,take the quality management principle as the center,and take the organizational guarantee system,ideological guarantee system,quality control system and other systems as the basic elements.(2)The operation of the quality management system of university construction projects under EPC project management mode runs through the preparation link,monitoring link and improvement link.Its guarantee mechanism can be divided into leader-led mechanism,power-oriented mechanism,technical guarantee mechanism,feedback improvement mechanism and optimization subcontracting mechanism.Relevant safeguard measures can be taken from the aspects of personnel management,quality information management,quality standardization,quality monitoring and so on.(3)In the construction project of Fenghua Campus,it focuses on three stages,namely design,procurement and construction,and realizes personnel management through the project’s unique management process and system.Through BIM technology,project cloud platform information management technology and unmanned aerial vehicle system innovation and application to achieve quality information management.The quality standardization is realized through the model first system.The whole process and comprehensive monitoring of construction quality are realized through various stages,such as before,during and after construction,ensuring the normal operation of the quality management system.(4)Combined with EPC project management model,the quality management system and related security measures in this paper ensure that the quality management system effectively and smoothly,and to realize the Fenghua,Zhejiang pharmaceutical college school campus construction project quality one-time acceptance and access to "Yongjiang Cup" and "Qianjiang Cup",which are of both quality and honor.Thus,the quality management system and related security measures in this paper creates a good quality benefit and has certain value of popularization and application.
