Research On The Reutilization Mode And Countermeasures Of Beijing’s Decentralization

The urbanization process in western countries is earlier,and they are the first to make lots of exploration in urban renewal.As the capital,Beijing promotes urban development through "non-capital function resolution".The paper analyzes the influencing factors,model research,problem identification,model configuration and policy optimization design of the decentralized space reusing,which are conducive to improving land use efficiency.It also provides some experience for other cities.The paper is based on Urban Renewal Theory,New Urbanism Theory,Stakeholder Theory,and Property Rights Theory,using literature research methods,case research methods,and field survey methods.Firstly,the paper explains the situation of decentralized space reusing.Secondly,the paper lists the influencing factors of decentralized space reusing from four perspectives,include politics,economy,social culture,and standard conditions.The paper divides the reuse model from the original industry type,the main developer,and the planned use function.The paper also analyzes the correlation between model selection and influencing factors.Finally,the paper carries on the spatial configuration of the reuse mode under the zoning planning,and puts forward the policy supply of the pattern configuration.Research Conclusion:(1)The selection of the reuse direction shouldn’t only refer to the top-down guidance,but also make a bottom-up functional adaptation according to the standard conditions of the reuse object.In the model divided by the original industry type,the historical and cultural value,pollution situation and architectural nature of the industrial plant area are first considered.The building of party and government agencies first considers historical and cultural value and architectural nature.The professional market primarily considers the nature of construction.In underground space,spatial structure is the primary consideration.(2)In the process of reuse,each model faces organizational management issues and project implementation issues.In this regard,it is recommended to introduce non-government investment through multiple channels;make overall planning and guidance and set up reuse management agencies;rationally choose ownership adjustment methods;ensure the construction of public supporting facilities;integrate third-party forces to build a public participation model.(3)The configuration of reuse mode should follow the principle of goal orientation,policy coordination and inter-subject cooperation.First of all,the reuse mode configuration should clearly clarify the reuse target of the space,and the reuse mode should be determined by goal-oriented.Secondly,and the possible reuse direction should be determined according to the characteristics of the transformed objects and the reuse policy guidance.In addition,the coordination of multiple subjects should be achieved in the process of reuse to ensure the smooth progress of the reuse process.
