The China Maritime Surveillance is an important maritime law enforcement force in China.It shoulders the important mission of safeguarding the national maritime rights and interests.The maritime surveillance crew is the backbone of the maritime surveillance team.With the implementation of the grand idea of "the 21 st Century Maritime Silk Road",it is urgent to establish a stable,high-quality,professional marine surveillance crew team.Judging from the statistical survey in this article,the career development of seafaring crews faces many bottlenecks.These problems not only affect the career development of individuals,but also restrict the vigorous development of the marine industry.This article takes the bottleneck of seafarers’ career development as the starting point to carry out research.First,it briefly describes the background and significance of topic selection,as well as the current status of career development research on domestic and foreign official ships,and elaborate on the concepts and theoretical knowledge related to career development.Secondly,taking the China’s maritime surveillance H detachment as an example,combined with the characteristics of the marine surveillance ship and the current status of the career development of the crew under the new situation,the questionnaire survey found that the career development of the marine surveillance crew was promoted in channels,systems,salaries,professional skills,management concepts and values.Bottlenecks faced by identification,etc.Then,through individual interviews,the data related to the career development of the marine surveillance crew was collected.Based on the theory of human resources management in the public sector,the career development status of the marine surveillance crew was analyzed from the perspective of professional development.The evaluation and incentive mechanism,imperfect training system,and weak crew construction are the main reasons for the career development bottleneck of marine surveillance crews.Finally,combined with the above analysis,starting from the promotion mechanism,assessment and incentive mechanism,training mechanism,certification system for qualified examinations,and team building of the sea surveillance crew,the career development plan of the sea surveillance crew is improved to stimulate the enthusiasm of the crew and improve professional skills As the ultimate goal,suggestions are put forward to solve the bottleneck of the seafarers’ career development.
