With China’s economic development gradually entering a new era,the economy is stepping forward from the stage of high-speed development to the stage of high-quality development,which puts forward new requirements and challenges for the development of national water transport terminals.It has become a new historical mission for the port enterprises to further improve the service capacity of water transportation,enhance the international influence,support the construction of a modern power,and make positive contributions to the world economic development.Dongguan shenchiwan Port Terminal Co.,Ltd.(hereinafter referred to as Dongguan shenchiwan),as a wholly-owned company under the Ministry of Commerce of China,is one of the most important port terminal operators in South China,and has made important contributions to China’s bulk cargo import and export trade.Under the new historical conditions,how to integrate the national overall strategy into the enterprise development and implement it into the daily work of each employee requires an effective and feasible performance appraisal management system.This paper draws on the relevant research results of performance appraisal at home and abroad,expounds the relevant performance management theory,combined with the internal situation of Dongguan shenchiwan company,and makes a systematic analysis on it.The company’s performance appraisal has some problems,such as rigid system,outdated ideas,unreasonable design indicators,implementation process and lack of professional talents.According to the important principles of qualitative and quantitative analysis,specific analysis of specific problems,fuzziness and accuracy,feasibility and practicability,the paper comprehensively considers and applies the application environment of performance appraisal and relevant technical methods,designs the improvement scheme of Dongguan shenchiwan employee performance appraisal,combs the overall strategy of the company by using the strategic map tool,and introduces the Balanced Scorecard and key performance indicators At the same time,through the adjustment of salary,optimization of indicators,arrangement of training and the survival of the fittest and other results,the results of performance appraisal can be implemented.The improvement scheme of performance appraisal should be implemented step by step.It should be coordinated with publicity and training,rely on implementation and supervision,combine feedback with revision,and ensure the effective operation of the improvement scheme by using the guarantee work of organization,security,policy,funds,talents and publicity.The research on the performance appraisal improvement scheme of shenchiwan in Dongguan can help enterprises improve the overall performance level,realize the sustainable development strategy,and promote a new level in the level of modern management and governance.At the same time,it has positive reference significance for state-owned enterprises to improve performance appraisal,reverse the thinking of planned economy,stimulate the vitality of employees,tap the potential of employees,and improve the operation efficiency of enterprises.
