Performance management is an important engine to promote the high-quality development of civil aviation enterprises and institutions.As the operation center of civil aviation,the air traffic control system will further change the management concept and management mode through the implementation of performance management,which will help to improve the management ability and service ability in an all-round way.Based on the theory of public sector performance evaluation,this paper chooses air traffic controllers of Ningbo air traffic control station as the research object.Through the methods of document review and interview,we can understand the functional responsibilities,institutional settings,human development status and business development of Ningbo air traffic control station.This paper expounds the three stages of performance appraisal practice in Ningbo air traffic control station,and focuses on the current performance appraisal methods of controllers,analyzes the achievements,existing problems and causes of performance appraisal.Then,taking the approach controller as an example,the optimization countermeasures are put forward from the aspects of Strengthening Leaders’ attention and system support,breaking down organizational objectives and making performance plans,extracting key indicators from field investigation,setting assessment standards based on smart principle,improving performance assessment process and enriching the application of assessment results.First of all,according to the development vision and objectives of air traffic control station,using the balanced scorecard model,the work objectives are decomposed from four aspects: finance,customers,internal processes,learning and development.Then,the main methods of job analysis are introduced,and based on this,the job description of approach controller is made.After the decomposition of performance objectives and work analysis,using the method of special interview and experience summary,based on the four dimensions of the balanced scorecard,the assessment indicators are preliminarily extracted,and through the form of questionnaire survey,the importance of assessment indicators is statistically analyzed,the key indicators are selected,and the non key indicators are eliminated.In the design of evaluation criteria,quantitative criteria and qualitative criteria are selected according to the different characteristics of evaluation indicators,and evaluation criteria for each evaluation indicator are formulated.Then,using the weight factor judgment table method to design the index weight.Then,discuss and analyze the assessment process to ensure that the assessment results are objective and fair,and enrich the application of assessment results.At last,it summarizes the paper,analyzes the problems it solves,points out the shortcomings of the research,and points out the direction of future research.
