| On the basis of the assessment of the carrying capacity of resources and environment and the suitability of the development of national space,the new round of territorial space planning draws three bottom lines of space control: ecological protection red line,permanent basic farmland and urban development boundary.The demarcation of urban development boundary prevents the disorderly spread of cities and towns,and also means that the available land resources of cities are increasingly limited,and the era of "stock planning" has come.In this context,it is inevitable to change the extensive and expansive urban ]growth mode,from the extensive and expansive development mode to the connotation promotion mode,and to tap and optimize the existing urban land resources.Among the urban stock land resources,the low-efficiency land resources often account for a relatively high and advantageous position.In the case of the relative shortage of land resources,it has become an important object to tap the potential of urban stock space.As the basis of urban construction,urban planning should examine the problem of inefficient land renewal from a higher Angle.The effective renewal of urban low-efficiency land is not only related to the value tapping of stock space and the intensive and efficient use of land,but also plays an active role in repairing urban functions,promoting industrial structure upgrading,improving urban environmental quality andproviding new space for sustainable urban development.The purpose of this paper is to study the renewal planning of inefficient land use in cities,and discuss the general thinking,planning strategy,renewal mode and planning method of the renewal planning of inefficient land use in cities,and more importantly,effective planning countermeasures.For this purpose,this paper combed the domestic and foreign theoretical foundation and related research about the inefficient use of land to update,and combining with pilot cities such as Guangzhou,Shenzhen,Jinan inefficient use of land to update practice the specific case,the inefficient use of land to update the related measures,strategies and path has carried on the induction,summarizes the update of land used for urban inefficient practices.By studying the causes,characteristics,necessity and problems of urban inefficient land use renewal,this paper analyzes the general thinking,planning strategy,renewal mode,planning method and implementation safeguard measures of urban inefficient land use renewal.The author believes that such strategies as planning guidance,public welfare priority,overall renewal,benefit sharing,government purchase and storage,one place,one policy,etc.,can effectively promote the renewal planning of inefficient land.Meanwhile,the author proposes such planning methods as unit renewal,gray land,flexible land transfer,and innovative industrial land types.On this basis,combining with the basic situation of inefficient land use in Weifang High-tech Zone and the experience of updated implementation,this study deeply analyzes the methods and strategies adopted in the update process of inefficient land use,and demonstrates the main viewpoints proposed above for the renewal planning of inefficient land use,so as to provide beneficial enlightenment for the renewal planning of inefficient land use in other cities. |
