| With the upgrading of industrial structure,the spread of manufacturing to surrounding areas has become a common phenomenon in big cities.The industrial block line is an important means to ensure the space for industrial development and promote industrial upgrading.In 2017,Shenzhen Baoan District took the lead in delineating an industrial block line of 70 square kilometers with a management and control thinking.In 2018,Shenzhen issued the "Shenzhen Industrial Block Line Management Measures" and delineated an industrial block line of 270 square kilometers.In this context,industrial land redevelopment has gradually become the main type of renewal of old industrial areas.However,the industrial block line policy is controversial:Can the industrial block line guarantee the development space of the industry,slow down the loss of manufacturing enterprises,and cultivate scientific and technological innovation enterprises?At the same time,whether the industrial land redevelopment project can be advanced is also questioned:Does the market have enough motivation to invest in the renewal project,and whether the operation of the industrial park can attract suitable enterprises to settle in?The research object is the industrial land redevelopment project in Baoan District.This article evaluates the effects of urban renewal under the industrial block line policy from the two levels:urban renewal unit planning and the operation of urban renewal units.The research content is whether urban renewal can guarantee industrial development space and whether it can attract manufacturing and innovative enterprises to settle in.The study found that the redevelopment of industrial land effectively guaranteed the supply of industrial land;however,the performance of attracting enterprises in the later operation was not satisfactory.(1)From the perspective of the update unit plan:the redevelopment of industrial land has been accelerated,the number of renewal units and the average area has increased,the dominant function has returned to industry.Under the effect of the industrial block line policy,the scale of industrial land has been effectively guaranteed.(2)From the perspective of the operation of renewal units:the enterprises settled in the "M1 redevelop to M0" and " M1 redevelop to M1”renewal units are mainly producer service enterprises,and the number of manufacturing enterprises is very low.In addition,the R&D-based producer service companies accounts for the proportion is relatively insufficient.These urban renewal projects are relatively limited in preventing the loss of manufacturing enterprises and fostering the development of innovative enterprises.(3)The problems existed in renewal unit of the industrial land redevelopment need to be reconsidered:the two types of land develop-ment M1 and M0 need to be further regulated,the supervision of the use of factories and R&D houses should be strengthened;the operation of poorly located urban renewal units should also receive greater attention;diversified urban renewal paths need to be established. |
