In recent years,in the context of the rural revitalization strategy and the "Four Good Rural Roads" policy,China’s urban and rural buses and rural express delivery have developed rapidly,but it also faces problems such as the long interval,low attendance and difficult profitability of urban and rural bus,high delivery costs and poor timeliness of rural express delivery.To solve these problems,this paper relies on the research project of Shaanxi Provincial Department of Transportation “Research on the Innovative Fusion Application of Urban and Rural Bus under the Strategy of Rural Rejuvenation”(project number: 18-27R),and focuses on the optimization of urban and rural bus operation and dispatch considering small package express.Firstly,the paper uses questionnaire survey methods,forum discussion methods,and follow-up survey methods to investigate the current status and existing problems of urban and rural bus operations and rural express delivery development,and analyzes the characteristics of urban and rural residents ’travel,urban and rural bus line operation characteristics,and urban and rural bus passenger flow,distribution characteristics,rural express delivery business volume and type,station layout,distribution services,timeliness and other aspects,and summarizes the current problems in urban and rural bus operations and rural express delivery development.Aiming at these problems,based on the analysis of urban and rural bus operation modes,dispatch types and influencing factors,the "urban and rural bus + small package express" operation plan and the urban and rural bus operation scheduling method considering small package express are proposed.Secondly,based on the multi-objective programming theory,this paper comprehensively considers various constraints,uses the departure interval and vehicle size at different periods as decision variables,uses maximum returns of urban and rural bus company and minimum travel time of passengers as objective functions,and uses game theory to analyze the benefits of urban and rural bus company and passengers,and builds an urban and rural bus operation and scheduling optimization model considering small package express,and designs the simulated annealing genetic algorithm to solve the model.Finally,this paper takes Hua Zhou District of Wei Nan City as an example.The weight coefficient α of the revenue of urban-rural bus companies and the weight coefficient β of passenger travel costs take different values,a total of 11 different cases,and the examples are solved under different weighting coefficients to obtain the combination of the optimal departure interval and vehicle configuration in different periods under different weighting coefficients to make the objective function maximum.A comparative analysis of the optimization results and the actual operation results shows that the model constructed in this paper has a good optimization effect,which not only increases the revenue of urban and rural bus company,but also reduces the travel time of passengers,thereby verifying the effectiveness of the model.Research conclusions have important theoretical value and practical significance.
