| With the rapid development of economy,the emerging cutting-edge scientific theories and technologies,the close cross-border scientific cooperation and communication,international cooperation in science and technology has become another manifestation of globalization.However,intellectual property issues triggered by technology transfer emerge in endlessly.Thus,only by raising autonomous innovation ability and implementing relevant intellectual property strategies in advance can we have advantage in the fierce international competition of technology.Since the patent system established in 1985,the number of patent applications has increased greatly year by year.The number of domestic patent applications has been ranking world`s first since 2011.As the number of patents is one of the evaluation indexes of innovation ability,every provinces and cities are competing to apply patents.In the meantime,spurred by the patent policy focusing on the number of applications,a large number of low-level patents have emerged.How to fully reflect the value of patents,how to assess the quality of patents in different regions,and how to boost national independent innovation capacity have become an urgent problem in the process of becoming a powerful country of intellectual property.We chose new energy vehicles as our research field,and selected the invention patents of this field from 2002 to 2016 as our research objects based on the databases of SIPO and PATENTSCOPE.Then we used the number of regional PCT patents as evaluation index according to statistics of SIPO database and constructed patent quality evaluation index system,by which we comprehensively evaluated and analyzed the patent quality condition of 20 major provinces new-energy automobile patent application.Subsequently,we used multivariate linear regression to screen out the external macro factors that might have a significant impact on the quality of patents,and applied data envelopment analysis method to evaluate the efficiency of resource conversion between the relevant investment and the patent quality in each province.In view of big gaps in scientific and technological resources and innovation level among different regions,we put forward policy suggestions that aimed at specific types of regions through horizontal comparison.We expected that our advice could improve the patent quality of new energy vehicles in China.Our study found that the value of patent operation can best reflect the patent quality,and only by improving the level of regional patent operation can the patent quality be promoted.Large amount of regional patents does not necessarily mean that the patent quality would be better.Economic level,market openness and activity,investment in R&D and technology will also affect the patent quality as external factors. |
