The Dilemma And Countermeasure Of Implementing The River Chief System In The River Branches Of Guangzhou’s Panyu District

As the report of the 19 th National Congress of the Communist Party of China pointed out,Building ecological civilization is vital to sustain the Chinese nation’s development,and we must establish and practice the idea that lucid waters and lush mountains are invaluable assets.On October 11,2016,China issued Opinions on Comprehensively Implementing the River Chief System and made a notification,which required all sectors in all regions to carry it out seriously in combination with the actual situation and establish a four-level river chief system at provincial,city,county,and township levels across the country.To promote the river chief system in an all-round way provides a new system guarantee and implementation path for China’s water environment governance.Implementing the river chief system effectively practices the philosophy of macro-environmental protection in the context of green and sustainable development.Located in the Pearl River Delta area,Guangzhou is a vanguard city of China’s reform and development with rich water resources.Panyu District lies in the estuary of the Pearl River.Water and land crisscross there,and the area ratio between the two is approximately1:30.There are 13 outer-river waterways,206 inland river branches,and 50 black and odorous river branches,among which 39 are contained in the supervisory platform of the Ministry of Housing and Urban-Rural Development of the people’s Republic of China(MOHURD).Because the status quo of the water environment in the Panyu District has been quite challenging,there is a long way to go for the river branch governance in Panyu District,and the implementation of the river chief system is key to the success of river branch management.Through literature research,interviews,and case analysis,this paper regards the implementation of the river chief system in the river branches of Guangzhou’s Panyu District as the research object and summarizes the current situation of implementing the river chief system in local river branches.Combining the theory of public policy implementation and the theory of public goods,it analyzes the dilemma and causes of policy schemes,executive organizations,executive staff,policy objects,and policy resources in implementing this policy.this paper puts forward the countermeasures to perfect the implementation of the river chief system in the river branches of Guangzhou’s Panyu District: improving the policy scheme to speed up the legal construction of the river chief system,strengthening the management capacity of executive organizations and optimizing the allocation of resources,upgrading the professional quality and political ideological level of executive staff,intensifying the participation and social supervision of policy objects,and making the basis of policy resources better,etc.
