Research On The Problems And Countermeasures In The Implementation Of The Chengdu River Leadership Policy From The Perspective Of Holistic Governance

Water is the source of life,the key of production and the base of ecology,which plays an important role in national life and national economy.However,due to the excessive historical debts and many subjective and objective factors,the current situation of water environment is not optimistic and water pollution is becoming serious.At the end of 2017,Chengdu realized the full coverage of river chief system management in the whole city.However,due to the short implementation time of river chief system,the government and the people’s lack of understanding and experience of river chief system,there are some problems in the implementation of river chief system policy.This paper takes the implementation of the river chief system in Chengdu as the research object,aiming to use the theory of responsible government,the theory of holistic governance,combined with Literature research and the interview and investigation of the grass-roots river chiefs,analyze the performance and causes of the problems in the implementation of the river chief system in Chengdu,and put forward countermeasures to solve the problems based on the advanced experience of other provinces and cities,so as to provide long-term implementation of the river chief system in Chengdu Theoretical reference.Through literature research and field research,this paper analyzes the current situation of the implementation of the river chief system policy in Chengdu,the obstacles encountered in the implementation process and the relevant influencing factors,and summarizes the advanced experience of the river chief system in other provinces and cities by case study method;finally,it puts forward measures to optimize the river chief system in Chengdu by using the method of summary.Based on the theory of responsible government and the theory of holistic governance,this paper reviews the current situation of the implementation of Chengdu’s River chief system policy,analyzes the existing problems in the practice of Chengdu’s River chief system in terms of organization and personnel allocation,responsibility division,assessment and evaluation,public participation,etc.and the original situation according to the data analysis of interviews and surveys on Chengdu’s grass-roots River chief system and comprehensive literature research Therefore,combined with the relevant experience of other provinces and cities,the paper puts forward some countermeasures,such as improving the organizational structure,reasonably optimizing the responsibility setting,formulating scientific and reasonable assessment methods,and encouraging and guiding the public participation.According to the analysis of the paper,in order to solve a series of problems in the implementation of the current river chief system policy,we must optimize and improve from four aspects: improving the organizational structure,reasonably optimizing the responsibility setting,formulating scientific and reasonable assessment methods,and encouraging and guiding public participation.
