| Since the establishment of the Provincial Highway Administration Bureau in 2011,a new form has been gradually opened on the Highway Administration Bureau.As part of the reform of the highway administration system,the three-tier vertical management model has been further improved.The main duties of the highway administrative departments at all levels are clear,and the internal settings of the highway management facilities.Make adjustments to improve the overall quality of road management personnel.During this period,the province’s transportation development provided a good road environment.While the road management of Y Province has been successful,it is also facing new situations and challenges:the restructuring of the functions is still in progress,the organizational structure is still unreasonable,the laws and regulations are still not perfect,the financial guarantees are still not perfect,and the service quality is not high.Therefore,there is still a need for improvement in the road administration of the Y province.In order to further improve the efficiency of highway and highway management,promote regional economic and social development,and improve the provincial highway management system is essential.Based on the theory of administrative rule of law and public goods,this paper uses literature research methods,field investigation methods,interview methods and other methods,and mainly studies the concept of management system trafficking in the specific road conditions of the province.In view of this,in view of some problems in the current province,it is found that the ordinary trunk roads are “re-construction and light management”,the internal block of the transportation system is severely fragmented,and the reform of the road administration system caused by the fuel tax reform has its drawbacks,road administration laws and regulations,and Problems such as imperfect related systems.In view of the above main problems,this paper analyzes the causes of the above problems,including the "heavy construction,light management" of ordinary trunk roads,the serious fragmentation of the internal traffic system,and the drawbacks of the reform of the road administration system that the fuel tax reform has spawned.Road administration laws and regulations and related systems are not perfect.Moreover,under the above-mentioned basis,the system and institutions for its management are perfected in accordance with the specific functions of the road administration,and the internal relations of the transportation system,the construction of the rule of law,the construction of the supervision system,and the improvement of the comprehensive management of the roads are rationalized.Several aspects of the mechanism put forward opinions and suggestions on improving the road administration system of Y Province.In this way,I hope to provide help and assistance for the construction of the province’s road administration in the future. |
