The operation target speed is one of the basic technical indicators of urban railway,which profoundly affects its planning,construction and operation.It also affects the construction of urban public transportation networks and the development of urban society and economy.In order to ensure the scientific and reasonable decision-making of the operation target speed of urban railway,this paper systematically analyzes and studies the influencing factors and decision methods of the target speed of urban railway.1.It is clear that the positioning of urban railway in the urban transportation network is to solve the problem of medium and long-distance travel within the city,play a role in guiding and supporting the urban layout and development,improve the efficiency of urban operation,and promote the transformation and development of the city.2.The influencing factors and mechanism of target speed have been comprehensively analyzed.It mainly includes time target values,station spacing,civil engineering,rolling stock,operating costs,passenger relations and social benefits.They are sorted and screened according to established criteria.Finally,the principles and selection methods that should be followed when making decisions are determined.3.The passenger flow characteristics of urban railway have been thoroughly analyzed and studied.A quantification system for the utility of transportation vehicles based on service factors has been established.The Logit model is used to analyze and predict the passenger’s choice behavior.This article also makes a comprehensive analysis of the composition of railway revenue.The relationship between the operating costs of companies,transportation revenue and travel costs of passengers is constructed.The composition of social benefits is analyzed,they are divided into four parts: saving travel time for passengers,improving comfort,reducing traffic accidents,and reducing bus investment.4.This paper establishes two target speed decision-making models,one is based on the passenger flow prediction to establish a plan selection model;the other is based on the bi-level programming model,the optimal operating speed decision model with the goal of maximizing total revenue and minimizing the travel costs of passengers is established.And the application scope of these two models is compared.5.A case study is carried out on Chongqing Metro Line 26.The speed selection range is determined by analyzing the line conditions.These two models are used to compare the alternatives of this route,and the recommended target speed,the optimal operating speed and the corresponding fare rate of the line are determined.On this basis,by analyzing the influence relationship between the various factors in the objective function,the model display results are verified with the reality.The rationality and feasibility of the selection model are verified.
