Study On Social Benefit Evaluation Of Urban Railway Projects

The evaluation of social benefits of urban railways is the logical starting point for planning,construction and investment.It is not only important for optimizing the layout of cities and towns,but also an essential part of the metropolitan area rail transportation system and an important means to promote urban-rural integration.The central government and local governments at all levels of the 14 th Five-Year Plan have mentioned the necessity and large demand of urban railway construction,and the rapid development of urban railway is inevitable in the present and future period under the dual role of policy and realistic background.As an important means to promote the comprehensive development of local society and economy,only by clarifying its social benefits can we promote the economic benefits from the investment perspective,clarify the project construction goals from the management level,and maintain the status of the city from the social governance level.Therefore,it is necessary to construct a systematic social benefit evaluation index system with social benefit to promote scientific decision-making of municipal railway projects,and the study has academic value and practical application significance.The main research work includes: First,following the basic logic of the study,identifying problems from work practice and scientific research,combining literature analysis method,discussing the concept and function of urban railway projects,identifying the connotation of social benefits and their evaluation,sorting out key concepts and theoretical foundations,and laying the theoretical foundation for the selection of evaluation indicators and system construction.Second,based on literature review and case studies,we establish a two-level index system for evaluating social benefits of urban railway projects from four dimensions: social progress,economic development,regional transportation and ecological environment,and analyze the connotation of each index.The hierarchical analysis method is used to clarify the steps of determining the index weights,and the fuzzy comprehensive evaluation method is selected as the social benefit evaluation method to establish the social benefit evaluation model of the municipal railroad project.Thirdly,on the basis of the social benefit evaluation model of the urban railway project,a comprehensive evaluation of social benefit is carried out on the basis of the Chongqing urban railway Jiangtiao Line as an example.Through practical application,the practicality and operability of the built social benefit evaluation index system of urban railway projects are verified.The research conclusions are as follows:(1)Defined the concept and logical framework for the evaluation of the social benefits of urban railway projects,the analysis and evaluation of the positive impact of the construction of urban railwayd projects on social development;(2)A social benefit evaluation index system of urban railway projects containing 4 primary indicators and 20 secondary indicators is constructed;(3)The operability and reasonableness of the established evaluation index system are verified through empirical evidence,which provides a theoretical solution and practical reference for the social benefit evaluation decision of Chongqing urban railways.
