Research On The Key Problems And Countermeasures Of Construction Enterprises’ Participation In PPP Projects

In the context of the booming development of PPP projects in China,PPP projects have brought a lot of development opportunities to construction enterprises.However,when the construction enterprises participate in PPP projects,there are also many problems in the preparation stage,construction stage,operation stage and handover stage.In view of this,this study is committed to recognize and work out some problems consist in the participation of construction enterprises in PPP projects.(1)Recognize the problems consist in the participation of construction enterprises in PPP projects.Firstly,analyze the problems existing in the participation of construction enterprises in PPP projects through literature;Secondly,identify the problems who think more important through the questionnaire survey;Finally,collect25 valid data and obtain three important questions through qualitative comparative analysis.(2)Offer lots of suggestions based on the result discussion.This study offer three suggestions for construction enterprises to participate in PPP projects:(1)Operation capacity is insufficient: 1)Construction enterprises and operators form a consortium to participate in PPP projects together;2)Construction enterprises should complete the reforming promotion of enterprises quickly to make up for their shortcomings and make full play to their advantages to become modern enterprises with excellent comprehensive strength.(2)Withdrawal mechanism: Perfect policies and regulations,perfect contract system and diversified exit mode of components.(3)Delicacy management: improve the level of delicacy management mode in construction enterprises,perfect the elaborating management content in every aspect,fulfill duty of the project plan,quality,costing and safety,and enhance the overall competitiveness of construction enterprises to participate in PPP projects from contract plan,cost,security and information management.This study can guide construction enterprises to solve the problems in the process of participating in PPP projects,improve then comprehensive level ability of construction enterprises to participate in PPP projects,and help construction enterprises to complete PPP projects successfully.
