In recent years,there have been frequent emergencies in China,which have caused tremendous casualties and property losses to the society,and seriously hampered the steady and healthy development of the national economy.No matter natural or social emergencies,they have great uncertainty and destructiveness.Once the disasters occur,the normal life of local people will be severely influenced,and even lead to the shortage of emergency rescue materials.With the acceleration of China’s urbanization process,the urban population is becoming denser and the traffic is more complicated.Once it suffers from natural disasters such as earthquakes,floods or large infectious diseases,it will inevitably be more severely damaged.if the victims cannot be reasonably evacuated and resettled in the first time and emergency materials cannot be delivered to the disaster area in time to ensure the smooth implementation of emergency rescue after the disaster,it will bring more serious losses and secondary injuries.Therefore,how to ensure the efficient distribution of emergency materials after the disaster is one of the key problems to be solved in urban emergency rescue.However,the demand and urgency of emergency materials are different in the actual process of disaster relief because of the different disaster severity.Constraints on the time window of demand for different emergency supplies at different disaster sites should be comprehensively and reasonably considered.If not,the formulation of the material distribution and vehicle route plan will not really solve the actual needs of the disaster area,resulting in waste of resources and inefficient rescue.This paper fully considers the actual situation of urgent distribution of materials in the disaster area after the emergency in urban areas,and the requirements of the hard and soft time windows of various disaster areas were also analyzed to conduct research on emergency materials deployment and vehicle route planning.According to the situation of sufficient emergency supplies and shortage of emergency supplies after the disaster,the vehicle routing problem under the constraints of soft and hard time windows was discussed respectively.The multi-objective planning model was established,and the intelligent algorithm was designed to solve the problem.At the same time,this paper considered the problem of fair distribution under the shortage of resources,a comparative analysis of various fair distribution methods was made.This study strives to meet the demand time window constraints to the greatest extent,while ensuring the maximum fairness of material distribution.Based on the actual road network map of Shanghai,a case study is carried out to form the optimal material allocation plan and vehicle path set.Finally,by analyzing the results,the key sections of the emergency materials distribution process are effectively identified,with a view to strengthening protection and ensuring smooth passage of emergency materials distribution.The results show that the model proposed in this study can effectively solve the emergency material allocation and vehicle routing problems under postdisaster consideration requirements and time window constraints,and form a scientific material distribution and path plan.It can also effectively identify key transportation sections and provide scientific and efficient decision-making programs for planning and taking action at the first time after an emergency.
