| The rapid development of China’s economy has made the country have higher requirements in the energy field,which directly caused problems in its domestic energy security issues.China’s foreign dependence on oil has risen from 6.7% in 1993 to 70.8% in 2019;China’s dependence on natural gas has increased from 2% in 2007 to 45.3% in 2019.If energy security issues arise,it will inevitably affect China’s overall stability.Therefore,at this stage,China has carried out very extensive research on energy security,energy finance and other fields.In 2015,as China put forward the "Vision and Action to Promote the Joint Construction of the Silk Road Economic Belt and the 21 st Century Maritime Silk Road",it effectively promoted the development of economic and trade cooperation between China and countries along the route.In particular,some large-scale energy companies in China,with the support of the Chinese government,have penetrated into the five Central Asian countries and have cooperated with them in many projects.In particular,the proposal of the "Silk Road Fund" and the Asian Infrastructure Investment Bank provided financial support for the energy financial cooperation between China and the five Central Asian countries,and provided a reliable guarantee for the future energy financial cooperation between China and the five Central Asian countries..Although the various policies have effectively promoted the rapid development of energy finance between China and the five Central Asian countries,from the perspective of the specific implementation process,it faces many problems.For example,as the five countries of the former Soviet Union,Russia has a strong desire to control the Central Asian region.In recent years,the United States has also attached great importance to the five Central Asian countries.The existence of these objective conditions directly limits the further development and growth of energy finance between China and the five Central Asian countries.Therefore,in the context of the Silk Road,first conduct research and analysis on the overall energy financial development of China and the five Central Asian countries,and on this basis,summarize the emergence of China’s energy financial cooperation with the five Central Asian countries.The main problems are the investment environment,the single source of funds for energy financial cooperation,the problems of the Shanghai Cooperation Organization in the field of energy financial cooperation,the low level of energy financial cooperation,and the imperfect energy industry monitoring system.The existence of these problems directly restricts the development of energy financial cooperation between China and the five Central Asian countries.In response to the existing problems,this article proposes corresponding solutions,including: expanding energy financial cooperation channels,expanding energy financial cooperation space,improving the energy financial market system,and actively building China’s Central Asian regional energy financial center.Through this series of measures,a solid foundation will be laid for better promoting the development of energy finance between China and the five Central Asian countries. |
