At present,China has entered the advanced stage of development.The profound changes in the major social contradictions reflect the high priority given to people’s needs for a better life.The shift in people-oriented planning values is also responding to this social change.The planning of the new period should be for people.In the context of promoting the development of social fairness and justice,planning needs to pay attention to diverse groups,especially vulnerable groups in society.Rural handicapped people,as a large number of groups with double disadvantages,are in a state of neglect for a long time in rural planning.Therefore,the construction of friendly rural planning for rural handicapped people is a response to the above-mentioned social changes and is of great significance to the realization of social equity and justice.This article focuses on rural handicapped people and attempts to build an analysis and planning framework for handicapped-friendly villages.First,based on the theory of social justice and social exclusion,the research on the disadvantaged status of handicapped people is traced back.It is found that the current research is mainly to eliminate the discrimination suffered by handicapped people from the perspective of the supply side of "what society can do for handicapped people".Research on the human demand side is still lacking;The research on the social exclusion suffered by the handicapped is more about the “expressed” economic,social,and physical characteristics,while the research on the deeper institutional exclusion is less;The current research on the social exclusion of urban and rural planning against persons with disabilities is mainly concentrated in the city,and there has not been any research on how to deal with the social exclusion of rural persons with disabilities from the perspective of rural planning.Therefore,this article will consider both social exclusion and the needs of people with disabilities,and attempt to construct a comprehensive content planning system for rural planning to systematically respond to the needs of rural people with disabilities and solve the social exclusion problems they face.The study found that rural people with disabilities face social exclusion in four dimensions: economic,political,cultural,and relationship.There are multi-level needs at the material space level,economic level,and spiritual level;based on the above analysis,this paper matches social exclusion to the needs of people with disabilities,puts forward an analysis framework for the discrimination of persons with disabilities at economic,social,spatial,and institutional levels,and builds a framework for handicappedfriendly rural planning from the four aspects of material space,economy,social interaction and institutional guarantees on this basis system.Then this article takes Pingshan village in Nanjing as an example,based on the analysis and planning framework of the handicapped-friendly village proposed above,analyzes the disadvantaged position of the handicapped in Pingshan village.This article proposes specific planning suggestions from four aspects: handicapped-friendly rural material space planning,handicapped-friendly rural industrial economic planning,handicappedfriendly social space and activity planning and the establishment of the handicapped-friendly village system.This article is divided into six chapters in total.The first chapter is the research introduction,which is used to explain the background of the research,put forward research questions and determine the research methods.The second chapter is the retrospective summary of the existing related research,mainly starting from the theory of social justice and social exclusion to retrospect the research on the disadvantaged status of the handicapped,and combing the related research on the response to the social exclusion of the handicapped in urban and rural planning.The third chapter mainly analyzes the multi-dimensional social exclusion problems faced by rural handicapped persons and the multi-level needs of rural handicapped persons,and matches social exclusion with the needs of the handicapped to build a handicapped-friendly rural analysis and planning framework.Chapter 4takes Pingshan Village in Nanjing City as an example.Based on the analysis and planning framework of handicapped-friendly villages proposed in Chapter 3,it analyzes the living conditions and needs of the handicapped in Pingshan Village.Chapter 5 is based on the analysis and planning framework of handicapped-friendly villages constructed in the previous article,from the planning of handicapped-friendly material space,handicapped-friendly rural industrial economic planning,handicapped-friendly social space and activity planning,and handicapped-friendly villages Four major aspects of system construction put forward rural planning response strategies.The sixth chapter is the conclusion and discussion part,mainly for the summary and condensing of the research viewpoints of this article,and points out the innovation points of this article,the shortcomings of the research and the problems that need to be further explored in the future.The whole thesis contains about 50 000 words,49 pictures and charts.
