Research On Safety Supervision System Of Special Equipment In Dalian Pulandian

In 2015,the Administration for Industry and Commerce,the Quality and Technology Supervision Bureau and Food and Drug Administration in Dalian Pulandian District combined to the Dalian Administration for Market Regulation.In the next year,the special equipment supervision function of the original quality supervision Bureau was delegated to the market supervision and management offices.In 2018,Dalian established the first special equipment inspection and testing group in northeast China in accordance with the requirements of the municipal Party Committee and the municipal government on the overall reform plan for municipal operating public institutions,which marked that Dalian has stepped out of the road of marketization in special equipment inspection and testing.In the same year,Dalian Jinzhou purchased social third-party services from the enterprise for safety supervision of special equipment.Meanwhile,third-party inspection and testing institutions also set up inspection and testing branches in Dalian.The supervision of special equipment in Dalian has formally changed from the traditional supervision of government quality supervision department and inspection and testing of relevant institutions to the supervision of government quality supervision department and the supervision of purchasing market services and the marketization of enterprise inspection and testing.Through the research on the safety supervision system of special equipment in Pulandian,discover the problems and countermeasures,which is of great significance to improve the safety supervision level of special equipment in Pulandian and similar areas,and has certain reference significance for the top-level design of institutional and system reform.This paper mainly uses the methods of literature research,case analysis and in-depth interview to study the safety supervision system of special equipment in Dalian Pulandian District.Firstly,the construction status of special equipment safety supervision system in Dalian Pulandian district is analyzed.Secondly,based on the special equipment e-government platform construction,marketization of government service to buy,testing,installation,analyzing the present situation and problems of using maintenance think special equipment safety supervision system construction at present,there are special equipment safety supervision information construction is not meet the need of work,lack of professionals,special equipment safety inspection risk management control measures should be strengthened to prevent the competition of market economy,the special equipment inspection system specification needs to be strengthened,needs to improve insurance system problems such as the special equipment industry.It also points out that the development of the platform is too much and the construction is too slow.The pace of institutional reform is too fast and the professional competence of supervisors is insufficient.Supervision and inspection of inspection institutions for a long period of absence;The cost of vicious market competition is too low,and the government’s purchase of services destroys the market competition.The main cause of the problem is the unitary choice of insurance types and the lack of effective promotion.Finally,relevant suggestions are put forward from five aspects: the standardization and integration of network platform construction,strengthening professional skill training of special equipment safety supervisors,strengthening supervision and inspection of inspection institutions,increasing capital investment in safety supervision of special equipment,and promoting the establishment and improvement of special equipment safety insurance system.
