Research On The Socialized Supervision Of Special Equipment In China

Special equipment is the infrastructure that is closely related to our daily production and life.However,due to the special working conditions and surrounding environment of the equipment,the risk factor is usually very high.Even a small accident may cause irreparable losses to the country and people.Therefore,considering the major safety risks in the use of special equipment,when carrying out the whole process of supervision and management of various special equipment,China has been under the comprehensive supervision of supervision departments with administrative law enforcement functions and technical departments of the nature of public institutions.However,with the beginning of the institutional reform of the Party and the state,third-party institutions continue to flood in to compete for the market,leading to the integration and restructuring of supervision departments and traditional inspection and testing technology institutions in the external environment of profound changes in many challenges and difficulties,the ability to cope with the new situation began to appear.How to innovate the socialized supervision operation system to ensure the safety of special equipment and assist local economic growth is the research goal of this paper.This paper starts from the current situation of socialized supervision of national special equipment,combines the actual data obtained by the author’s investigation,and accumulates the original materials through literature research and field research.Taking the main responsible subjects of the socialization supervision of special equipment in China as the starting point,this paper analyzes several main problems facing the socialization supervision of special equipment in China at present: 1.Lack of professional strength of safety supervision department,disconnection between supervision and service;2.The socialization and collectivization of inspection institutions lag behind,and there are problems of unclear function positioning and "small,scattered and weak" organization scale.And then through the introduction of foreign special equipment supervision,using the analysis method can be used for reference in the our country the enlightenment are found,and finally on the basis of the use of public management theory,the study to judge the current situation,put forward to promote the examination market separation,optimize the integration of regional resources and constructing pattern of diversity in work,the implementation of classified supervision and so on a series of Suggestions.
