Gwadar Port is a key connection of the Belt and Road.It is the only port of China-Pakistan Economic Corridor.The serious power shortage situation in Gwadar port not only affects the rapid development of this region or even the whole Pakistan,but also seriously restricts the smooth promotion and development of Belt and Road and China-Pakistan Economic Corridor.Due to the geographical location and environmental factor,the construction of power plant in Gwadar port will face many risks.On the background of the Gwadar Port C Power Plant Project,this thesis takes the method of literature search and expert interviews to identify risks of the project.I also use the method of questionnaire survey to screen out the risk factors.This thesis set up a risk factor system towards the Gwadar Port C Power Plant Project.The establishment of the Gwadar Port C Power Plant Project’s risk assessment model is based on fuzzy analysis of the binary semantic.Which providing a theoretical basis for the project risk assessment in power field of that region.In order to further verify the effectiveness of the risk assessment model,this thesis comparing the evaluation result of the risk assessment model with the actual risks during the project.The conclusion is that the Gwadar Port C Power Plant Project is high-risk.Most risks factors are concentrated in external environmental risks.The riskiest mainly include the policy risk,the stability of electricity price risk and the electricity income risk.Besides,the government inefficiency risk,the war and terror attack risk,and the risk in the stage of feasibility research or design all should not be ignored.At last,this thesis present feasible precautionary measures towards seven major risk factors in the Gwadar Port C Power Plant Project.Making propsals on research priorities and improving orientations to the Gwadar Port C Power Plant Project in the future.
