As a kind of renewable energy,wind energy has the characteristics of clean,abundant reserves and no consumption of natural resources.The advantages of the development of offshore wind power in China are obvious,but the development of offshore wind power in China is still in its infancy.China needs a set of mature risk control theory to identify,analyze and evaluate the risk factors of the offshore wind power project in all life cycle.The risk factors system and risk evaluation model are constructed after summarizing the basic theory of risk management.In the aspect of risk identification,the paper uses the method of literature review and expert investigation to reach the initial identification of risk factors of offshore wind power project,and then uses the method of questionnaire investigation and statistical analysis to complete the optimization and classification of the risk factors.In the aspect of risk evaluation,the paper introduces the theory of binary semantic and the idea of weight method combined the subjective and objective,then establishes the model of offshore wind power project risk evaluation on the basis of the binary semantic weighted average operator.The thesis applied the risk assessment model to the NG offshore wind power project,which verifies the feasibility and scientificity of the model,and provides a reference for the risk management of offshore wind power project.The risk assessment model of offshore wind power project based on binary semantic is a new attempt and exploration,providing a new method for the research of offshore wind power project risk evaluation in background of lack of experience in risk management.
