| Since the reform and opening up,the rapid development of China’s economy has resulted in the imbalance of internal and external demand,large but not strong industry,excessive resource consumption and environmental pressure,etc.the industrial structure urgently needs to be transformed to maintain the sustainable and healthy development of the economy.At the same time,China’s urbanization development mode has entered a period of strategic adjustment.The adjustment of urbanization development mode makes the construction mode of small town as the starting point of urbanization must be changed accordingly.Because of the close connection between industry and town,the industrial small town has become the breakthrough point of realizing comprehensive industrialization,modernization and industrial structure transformation in our country.It is the conflict point of the contradiction between centralized industrial development and town construction,the key point of urban-rural transformation,and the important practice area of new urbanization.To study the theory of industrial small town planning strategy and explore the planning ideas of modern industrial small town will help to innovate the planning concept of industrial small town.First of all,on the basis of analyzing the related concepts of industrial small town,it is clear that the industrial small town studied in this paper refers to the construction town with industry as the leading industry.This paper studies the relevant theories of industrial small towns,and constructs the dynamic mechanism of the development of industrial small towns,that is,the coupling mechanism of industry and city.In the process of industrialization and urbanization,the coupling mechanism of industry and city is formed by the interaction and joint development between industry development and urban construction.Then,14 small industrial towns are evaluated by the coupling mechanism of industry and city.According to the development level and development state,the evaluation system of operation medium and operation mode is constructed.According to the national statistical data and current situation analysis,the data are obtained,and the entropy weight method is used to calculate the weight.Four evaluation values of development level,development state,industrial system and urban system are obtained.Through the correlation study of the evaluation results,the coupling mechanism of industry and city is verified.Through the classification study,the industrial small towns are divided into four types: low coupling coordination,medium coupling coordination,high coupling coordination and significant coupling coordination.According to the development characteristics of small towns,the development period is divided into the starting period,rapid development period and mature period.According to the operation state of the industrial town coupling mechanism in each period,the paper puts forward the planning strategy,and analyzes the strategy with successful cases.In the initial stage of development,the planning strategy is to excavate the resources of industry and city,introduce the industrial entities,construct the development structure of industry and city integration,and cover the infrastructure of industry and city sharing;in the rapid development stage,the planning strategy is to improve the added value of industry and the functional space of industry and city integration by benchmarking emerging industries;in the mature stage,the planning strategy is to improve the cultural quality of industry and city integration and promote the environmental quality of industry and city integration.Yangfen port town planning practice is carried out by using the planning strategy.The planning content includes dual industry leading industry,chain network industry association,intensive construction scale,joint development structure,joint transportation network,shared infrastructure,benchmarking emerging industry,integration of industrial and urban functions,integration of land use,integration of public service facilities,integration of green landscape. |
