| Economy is an important pillar and fundamental driving force of urban development and construction,the process of industrial development and economic levels has a positive correlation.For a long time,urban industrial structure,scale,type and other aspects are in the process of continuous optimization,which has given birth to the agglomeration of urban pillar industries within a certain spatial scope and formed industrial clusters of different sizes.Due to the limitation of industrial development space or resource conditions,some cities tend to spread industrial agglomeration areas to the periphery of cities.Therefore,most small towns adjacent to cities bear part of the industrial functions transferred by big cities,leading to the serious mismatch between excessive industrial development and urban construction,and small towns are faced with the important challenge of coordinating the relationship between production and town.Under the overall background of urban-rural integration,the concept of integration of industry and city applied in big cities is extended to the category of small towns,and the mode of town-industry integration comes into being.Based on the background of industrial agglomeration,taking Fanjiatun town of Jilin Province as the object of empirical study on planning of town-industry integration,indepth analysis of the interaction between industrial development and urban construction,analysis of Fanjiatun town development advantages and bottlenecks,the overall idea and implementation strategy of town-industry integration in fanjiatun town are put forward.This paper is based on the idea of “Basic Research-Actualities Combing-Fusion MeasureImplementation Path”.“Basic Research”—To study industrial agglomeration,integration of production and town,mutual promotion between industrial development and town construction.From the theoretical level,summarized from town-industry integration development involving industry,space,human and ecological four core elements,for later study object features combing,construction of the measurement system and implementation strategy is put forward to provide theory support.“Actualities Combing”— Based on field investigation,department data,yearbook statistics and other data to grasp the status quo,sorting out Fanjiatun town industrial agglomeration development process.Corresponding to the four core elements of the industry-town integration study,this paper analyzes and summarizes the current situation characteristics of the three industries,land use and spatial layout,public service guarantee,ecological environment and resource utilization.It provides basic data support for the fusion measurement system.“Fusion Measure” —By referring to the contents related to the town-industry integration in relevant policies,norms and standards and referring to similar indicator systems,the final evaluation indicator system consisting of 4 primary indicators,10 secondary indicators and 36 tertiary indicators was constructed.With grey correlation evaluation model to measure the process of town-industry integration of Fanjiatun town,it is concluded that Fanjiatun town is in the initial stage of the town-industry integration.The practical problems faced by the town-industry integration in Fanjiatun town are sorted out to provide reference for the proposal of planning strategies.“Implementation Path” —The overall idea of town-industry integration in Fanjiatun town as the guide.Put forward the integrated planning strategy of promoting industrial development,urban construction,human settlement guarantee and ecological protection.It includes the strategy of productive and interconnected complex industry promotion,urban space optimization integrated with multiple functions,urban and rural collaborative living improvement,ecological environment control combined with production,living and ecological space,and put forward targeted measures to ensure the implementation of the plan. |
