With the further deepening of reform and opening up,the reform of public institutions and state-owned enterprises in non-core areas is proceeding in full swing.In recent years,local survey and design units have carried out privatization and mixed ownership reforms,and S Architectural Design and Research Institute has also become a private enterprise with decentralized property rights in early 2019.At the same time,the environment faced by the architectural design industry is also dynamically changing.For this reason,it is necessary to sort out and summarize the internal and external environments of S Construction Design and Research Institute and establish strategic plans for it to adapt to new development needs.Based on the background of successive reforms of survey and design units and the development dilemma faced by S Architectural Design Institute,this article first puts forward the background and significance of the research,summarizes the status and trends of research at home and abroad,and carries out concepts and theories on restructuring and corporate development strategies Learning and mathematics;Secondly,the basic situation and organizational structure of S Architectural Design and Research Institute are introduced,the reform background is sorted out,and PEST analysis is carried out on it through policy environment,regional economic environment,social environment and technological environment;Analyzed the Porter’s Five Forces Model at the competitive level of the Design Institute,analyzed the situation of its competitors in the industry,potential competitors,substitutes,suppliers’ bargaining power and buyers’ bargaining power;conducted a SWOT analysis on the company,including its Strengths,weaknesses,opportunities and challenges,and draws its SWOT matrix,gives SO strategy,WO strategy,ST strategy,WT strategy,and summarizes the problems faced by the company in the current stage of development.Third,the short-term and long-term goals of SD Architectural Design and Research Institute have been established.Based on the previous analysis of the internal and external environment,the SWOT matrix and common corporate strategy models,an offensive-led strategy has been formulated;and around this strategy,proposed Specific strategies for market development outside the province,market penetration within the province,product technology upgrades,product diversification,and service capabilities enhancement.Finally,it analyzed the implementation steps of S Architectural Design and Research Institute,including the establishment of a strategic development team for the implementation of the organization,the formulation of implementation plans and phased goals,strengthening the summary and implementation of the plan,and emphasizing brand building;and At the same time,it also puts forward the guarantee measures for the implementation of the strategy,including system guarantee,manpower guarantee,capital guarantee,and cultural guarantee.The conclusions of this study will help S Architectural Design Institute to find its own starting point,select appropriate strategies for implementation,and help enhance the overall competitiveness and long-term development of the Design Institute.At the same time,the research conclusions of this article have certain reference value for other architectural design units under the background of similar restructuring.
