Since the reform and opening up,China has established the “ separation of two rights ” land system of household contract responsibility system.However,with the development of urban and rural integration and the development of agricultural modernization,the “ separation of two rights ” land system cannot meet the needs of the current society.Due to the loss of farmers in rural areas,a large number of idle land in hollow villages has emerged,resulting in unbalanced rural development and insufficient land use.Nowadays,the new land system ’ s " three rights separation " policy has been issued at the national level,and the release of rural land management rights has brought new opportunities for rural development.Based on this,this paper explores the issue of rural development from the perspective of three rights.Combined with the background of the implementation of the “ separation of three rights ”policy,this paper studies the impact of the liberalization of rural land management rights on rural development,and finds out the relationship between land transfer and rural spatial change,and then puts forward relevant rural planning methods and strategies.First of all,this paper analyzes the connotation of the three rights,analyzes the historical evolution of the three rights,and explains the relationship between the three and the mechanism of the separation of the three rights in rural areas.Taking this as the starting point,this paper deeply discusses and analyzes the influence mechanism of the separation of three rights on rural production,life and ecology,and conducts analysis and research from various perspectives.In terms of rural production,this paper explores the changes brought by the new forms of land transfer under the separation of three rights to agricultural business entities,the scale of agricultural industry and the development of rural secondary and tertiary industries,and summarizes the optimization of rural production space by changes.In terms of rural life,it is mainly reflected in the change of farmers’ life.The changes of farmers’ economic benefits,social identity and lifestyle before and after the decentralization of land management rights are compared and analyzed,thus triggering new demands of farmers for rural living space.In terms of ecology,this paper mainly compares and analyzes the changes of land awareness of various business entities under ’ two rights division ’ and ’ three rights division ’,and then forms the ecological impact on rural land.Then,based on the impact of the “ separation of three powers ” on rural areas,corresponding planning strategies are proposed,and the agricultural industrial system in production planning includes industrial development orientation,agricultural business entities and scale selection,diversified industrial planning and production space planning.The overall planning of rural living space includes rural scale and grade construction,rural spatial layout planning and the establishment of rural living circle and supporting facilities;Ecological protection of ecological culture to build beautiful countryside,realize rural revitalization,realize the beauty of the countryside.Finally,taking Guilin Longhu village as an example,combined with its own conditions and existing problems,the above theoretical planning strategies and methods are applied to rural planning to be empirical.It provides a new idea for rural planning,improves the content of rural planning research in China from the perspective of three rights,and promotes rural development and rural revitalization.
