Ecological Planning Of Industrial Small Town Based On Low Carbon Concept

Due to lack of proper planning in economic development,small towns ignore the protection of the ecological environment, resulting in a conflict between economic development and environmental protection, and also resulting in a series of social problems. In order to make economy, environment and society of three coordinated and sustainable development, it is necessary to carry out the ecological planning in small towns in the current process of urbanization. The theory of circular economy, ecological planning theory, the theory of sustainable development planning are introduced into the planning of small towns, meanwhile, the concept of low-carbon development is assimilated into the planning of small towns as well, which promote the harmonious development of economy, environment and society in small towns. Ecological urban planning should be combined with their own advantages and characteristics, on the basis of full investigation and research, to develop and utilize resources, effectively control environmental pollution and promote sustainable development of rural ecological environment. Based on the analysis and summary of researches on ecological planning of small towns, this paper discusses the content and steps of ecological planning in small towns and proposes appropriate ecological planning programs, and Lingdong in Lanxi city, Zhejiang Province are taken as an example for ecological planning practices, and the following conclusions and results are obtained:1、Explore local ecological planning methods and technical route of small towns in accordance with local situation, and clear ecological planning steps and reasonable ecological planning are proposed in this paper.2、On the basis of national ecological construction index Township by introducing low carbon planning theory in industrial ecological planning of small towns, and rich indicator, to construct the index system of ecological planning of low carbon industrial town. The index system is divided into three levels, namely the target layer, criterion layer and index layer, target layer 5, criterion layer 20, index layer 38.3、According to the characteristics of the natural environment and economic and social development, Lingdong township of Lanxi is divided into five functional areas by investigation of situation of Lingdong township of Lanxi, which are integrated area of political economic and cultural, modern logistics area, ecological agriculture area, ecological tourism area and ecological industrial area, and generates function partition map of Lingdong township. The planning program are compiled from four aspects of ecological basis planning, ecological industry planning, ecological social planning and ecological environmental planning. After the implementation of the project, the evaluation index system was used to evaluate the construction of low carbon ecological towns in the village of Ling Dong.
