Research On Performance Audit Evaluation Of Highway Project Of ADB Loan In China

China joined the Asian Development Bank in 1986 and has received a total of 193.44 billion yuan in loans from the Asian Development Bank,ranking second among the world’s ADB borrowers.ADB’s loan assistance to China includes 12 loan project categories,of which agriculture and energy,transportation,natural resources,and urban and social projects are the four priority development areas.Transportation projects account for more than half of the above projects,and highway projects account for a large proportion of them.The Asian Development Bank has invested a large amount of funds in these projects,and attaches great importance to the supervision and evaluation of the construction process progress and the performance performance of the acceptance results of highway projects.Conversely,our government authority for the Asian development bank loan highway project audit,just stay at the notary audit level,it must be for an objective evaluation of highway project is one-sided,and performance evaluation to a part of the performance audit,performance audit will be the design of evaluation index to improve this aspect of the problem,make up for the deficiency in the process of the audit.At present,most of the literature of scholars discusses the necessity of performance audit of ADB loan projects,and there is insufficient research on the implementation procedure of performance evaluation,as well as the design and application of performance evaluation indicators.For this reason,this paper intends to design a set of scientific,complete and implementable performance evaluation index system,in order to provide an efficient method for the implementation of the performance evaluation of the Asian Development Bank loan highway project in China.This article first expounds the basic theory of performance evaluation of public fiduciary duty theory,information asymmetry theory,new public management theory,on the basis of performance audit "5 e" theory with China’s foreign assistance loan project performance evaluation audit and performance evaluation of highway project audit of literature research,build a set of system is suitable for the Asian development bank loan highway project evaluation index system.The system was designed from five perspectives of compliance,economy,efficiency,effectiveness and sustainability.A total of 10 second-level indicators and 36 third-level indicators were set,which combined qualitative and quantitative analysis to give full play to the effect.Then this article will be the Asian development bank loan highway project in Inner Mongolia as an example,to analyze the uniqueness of this project,about 36 tertiary evaluation index adjusted again,listen to the opinions of the field experts and opinion auditors judge the importance degree of each index,and set up the performance evaluation ratings of the standard,the analytic hierarchy process(AHP)is used to calculate the specific weight,and the project from the project,the examination and approval,the budget to implement the whole involves an important index in the process of calculation and analysis,and evaluation standard for comparing the performance evaluation of the final results,on the one hand,to verify the build of the performance evaluation index system of rationality and scientific nature,On the other hand,through the analysis of the performance evaluation results,the problems in the implementation process of the project are found and corresponding countermeasures and suggestions are put forward.Through the above research,from the perspective of China’s current performance audit of the Asian Development Bank loan highway project,this paper believes that the research on performance evaluation audit is necessary to become the focus of our attention in the project management and supervision,and it should be deeply studied and implemented.In this paper,the design of the Asian development bank loan highway project performance evaluation index system of comprehensive multi-angle reflects the difference between the audited project and funds use progress situation,found to be audited in project construction and operation at the same time,the problems in the comprehensive evaluation of project as a whole,the performance evaluation results,has strong practical.By combining theory with practice,the evaluation index system designed in this paper can not only strengthen the supervision and control of the national organs on the loan funds of the Asian Development Bank,but also scientifically evaluate the actual implementation performance of highway projects,and provide reference for other types of projects of the Asian Development Bank loan.In the future research,we can
