The national policy promotes the restructuring and the reform of state-owned construction enterprises continuously,and the human resource problem is one of the key obstacles to limit the reform and rapid development of state-owned construction enterprises.The lost of talent is also a universal problem faced by many state-owned enterprises.With the constant change of the market and high-speed development of economy,private small and medium-sized construction enterprises and foreign-funded construction enterprises continue to enter the construction market,making state-owned construction enterprises accelerate to face the fierce talent competition environment.The serious brain drain phenomenon is accompanied by the market talent competition occurs.To the rival enterprises,the accumulated talents of state-owned enterprises can become the competitive resources.The significant direct economic losses and recessive cost losses of human resource will be caused by strong competition in the external market and the outflow of talents.Therefore,a reliable solution to the problem of brain drain in state-owned construction enterprises is not only necessary to conform to policies and market changes,but also could be an inevitable process for the stable and sound development of enterprises in the future.The purpose of this paper is researching to find other companies often use the pre-warning model to measure the possibility of the loss of talent by the research of domestic and foreign researches of the enterprise brain drain problem,and issued a warning.In this way,it enables enterprises to solve the brain drain crisis in time and to minimize the impact of brain drain to the enterprise.Besides,the brain drain pre-warning model is introduced into state-owned construction enterprises,and the dynamic management mechanism of brain drain is established in line with the actual situation of enterprises combining with the characteristics of management in state-owned enterprises.This paper adopts the method of literature research,case analysis,and statistical analysis which based on the pre-warning model of classical theory,the brain drain management theory and the theory of satisfaction.Take a state-owned construction enterprise H company as an example and the enterprise staff as the research objects,this paper analyses deeply the industry background,employee’s departure,the reasons of leaving,and the satisfaction and demand of relevant regulations of the enterprise.Combining with the actual situation in H company and classical theory of pre-warning model,the causes of talent losses can be divided into three dimension,including the external environment,the company management and employee itself.Based on it,deep investigation and analysis has been accomplished to each dimension.Lay the foundation for putting forward the solutions by analyzing all aspects of the brain drain of H company.According to the investigation of the current situation of talent management and the actual situation of the brain drain in H Company,the statistics and analysis of factors are carried out.Finally,the index system of the pre-warning model of the brain drain in H Company was established.Taking the pre-warning model of brain drain as the center,the work-flow of enterprise brain drain dynamic management system was established.On account of the management mode of state-owned enterprises is quite different from other private or foreign-funded construction enterprises,this paper makes full use of the advantages of enterprise culture and government management to solve the problem of brain drain and puts forward the pre-measures,long-term measures and future development measures to deal with the problem of brain drain.In the selection of management implementation measures,the author pays attention to the operational and effective implementation methods,and puts forward quite feasible suggestions on the daily monitoring and guarantee conditions of the dynamic management system of brain drain.It is hoped that this study can effectively solve the problem of the brain drain of H Company,providing a stable and high-quality talent team for the strategic development of this company.Furthermore,it helps H Company to enhance its human capital,so as to enhance its core market competitiveness.Expect to affect the similar type of construction enterprises and the construction industry instructively.
