Abstract/Summary:
The one belt, one road policy has been perplexing, and the trade between China and Europe has become increasingly close. The complex multimodal transport network has gradually formed, and the corresponding infrastructure and transportation network are also constantly improving.Since China surpassed the United States as the largest trading partner of the EU in 2020,food as a necessity of life, its import and export share in the total commodity trade between China and Europe has been rising, and the demand for cold chain transport goods has also increased. However, the more frequent long-distance trade between China and Europe will emit more greenhouse gases, which will aggravate global warming, which is contrary to the low-carbon economy advocated at present.International multimodal transport is an effective means to reduce cost and energy conservation and strengthen the international supply chain system. In addition, the Ministry of transport also proposed to comprehensively improve the transport structure, build a sustainable transport network system, vigorously promote the development of multimodal transport, and make sustainable low-carbon transport become normal to deal with this problem. Therefore, this paper proposes a low-carbon sustainable cold chain multimodal transport scheme from the perspective of multi-modal transport enterprises and policy standard making departments. After discussing the existing problems of China EU transport channel, this paper analyzes the carbon footprint of cold chain multimodal transport, puts forward six broad carbon emission factors, determines the calculation method of carbon emission, and defines the characteristics and operation mode of cold chain multimodal transport. The paper also proposes the multi-modal transport network optimization strategy from different participants.First, from the perspective of cold chain multimodal transport enterprises in China and Europe, the carbon emissions are quantified in the context of carbon tax policy, and the single objective optimization model is constructed with the goal of the lowest comprehensive logistics cost, which provides the best transportation scheme reference for the enterprises under the existing carbon tax policy environment;Second, from the perspective of the standard making departments such as carbon emission reduction and multimodal transport, the paper constructs a double-objective optimization model with the goal of optimizing the generalized logistics cost and carbon emission simultaneously. Finally, the improved genetic algorithm and NSGA-Ⅱ algorithm are used to solve the single objective optimization and the two-objective optimization model respectively. The paper applies the single objective optimization and double objective optimization model and two algorithms to the import cases of Frankfurt,Bordeaux to inland cities Changsha and coastal cities Tianjin to reveal the relationship between the transport schemes and carbon emissions, and verifies the effectiveness of the multi-modal transport network optimization scheme for carbon emission reduction,It provides transportation plan reference for China EU cold chain multimodal transport enterprises, and provides basis for relevant departments to formulate standards.
