A Study On Rural Community Development Planning Based On The Concept Of Asset-based Community Development

In recent years,China has attached great importance to and vigorously supported rural development,and promulgated rural revitalization and other related strategies year by year.The practice of rural construction and planning in China is active and diversified,and has gradually entered the white-hot stage.Rural communities are also facing more and more opportunities and challenges.On the premise of properly protecting the native environment and cultural atmosphere of rural communities,it has become an important proposition for the development of modern times to pay attention to and improve the quality of their social and economic construction in order to promote their conjunctive development.However,although there are many actions of rural community construction and development at present,most of the "blood transfusion" construction only improves the infrastructure and environmental appearance of rural communities because it fails to give full play to the resource value advantages of rural communities,and rural communities have not formed the endogenous motivation for self-development.Therefore,under the guidance of more positive and localized values,rural communities should reasonably intervene in external forces on the basis of giving full play to the subjective initiative of villagers,attach importance to and make scientific and reasonable use of their own advantages and characteristics for development.Based on this background,this paper introduces the concept of "asset oriented" and puts forward the rural community development model under this concept.In other words,based on the existing assets of rural communities,these internally related and integrated community assets will be utilized and transformed into the joint force of planning and development,and the vitality of rural communities will be stimulated by the enhancement of the community’s own strength to achieve efficient development.Based on the importance of rural community research,this paper firstly sorts out and analyzes the actual development and construction of rural communities at home and abroad and the related planning and construction research of rural communities,and carries out a literature review on the asset-based concept and the research related to community development under the concept.Secondly,it establishes the analytical framework including classification and evaluation of rural community assets under the concept of asset-based,as well as the dynamic mechanism of asset-based development,and applies this framework and mechanism to the development planning of rural communities,and constructs the rural community development planning method under the concept of asset-based.Then,through the data sorting and field investigation of Longyin Village,Ansheng Town,Liangping District,Chongqing,empirical analysis of the status quo of community assets in Longyin Village and evaluation,trying to summarize the dynamic mechanism of the development of Longyin Village after the activation and utilization of its own assets under the concept of asset oriented;Finally,on the premise of the sustainable development of Longyin Village under its own endogenous forces,the planning countermeasures based on rural community assets are proposed,in order to provide experience and reference for the development and promotion of other rural communities in the context of rural revitalization strategy.Research conclusion of this paper is mainly to:(I)community assets mainly rural communities can be divided into industrial assets(including production,secundiparity and tertiary industry assets),material assets(including ecological assets and buildings and facilities),human assets and social assets,including community organization,community,enterprise assets and cultural assets,the four major types.Among them,industrial assets can form the driving force of rural community development after being activated by means of technological innovation,structural adjustment or docking with urban elements.The physical assets can be used as the basic driving force for the development of rural communities after renovation and improvement.Human assets can form the stability and innovation of rural community development after being activated by education,training and incentive.Social assets,after guidance and reconstruction,can produce the security and cohesion of rural community development.These rural community assets form the resultant force of sustainable endogenous development of rural communities under the combination of complementary advantages and strong strengths.(II)Apply the dynamic mechanism of rural community assets for promoting development into its development planning,and guide the planning in combination with community demand survey after asset survey and evaluation.Taking the rural community of Longyin Village as an example,the analysis of the assets of the rural community is as follows:(1)The industrial assets are mainly the primary industry with a good development trend,which has a tendency of scale and expansion,and the industrial assets of the secondary and tertiary industries are in the beginning state;(2)Among the physical assets,the ecological assets are rich and have both economic and landscape benefits.In the architectural and facility assets,the public space with certain characteristics is the advantage,but the whole needs to be updated and transformed.(3)Human assets include young and middle-aged labor force and a small number of capable people;(4)In terms of social assets,Longyin Village has basic community organizations,a small number of community enterprises and unique farming culture.According to the advantages of Longyin Village’s assets and the current situation of utilization,this paper puts forward the endogenous development dynamic mechanism of Longyin Village,which is led by industrial assets,coordinated by material assets,supported by human assets and assisted by social assets.(III)with the balance situation of village dragon seal analytical and dynamic mechanism analysis,and based on the strategy of rejuvenating rural community in the country under the consideration of sustainable development,put forward the assets for this dragon seals village in the concept of the development of the rural community planning strategy,including the construction of tertiary industry integration of industry system and industry spatial distribution characteristics of the rural tourism industry,mining,control integration of ecological assets and improved buildings and facilities,establish in irfpa culture,improve the cadres of the human asset cultivation system,construction of a multi-level system of community organization assets and support the culture of enterprise and the shape of refinement strategy of brand experience,etc.
