Research On Resource Allocation Of Community Pension Service In Guangzhou Based On Travel Behavior

With the development of population aging,the elderly,a special group,has received the focus of attention from all walks of life,especially the elderly care services.The imbalance between the growing needs of the elderly and the development of pension resources has become the main contradiction,and the community home-based pension,which integrates the functions of social pension and family pension,has become the mainstream.Based on the equity theory,the elderly should have equal access to community care services,so in reality,whether the community care service supply chain with home care service platform as the main body can really meet the needs of the elderly has become the key to the research.Based on this Guangzhou is selected as the research area because it is one of the earliest cities to develop community-based care services,which can better explore the accessibility of community-based care services.In this study,firstly,we define the elderly population within the scope of the study,and need to understand the spatial distribution characteristics,population density and travel behavior characteristics of the elderly under different regional distribution in Guangzhou,secondly,we study the spatial distribution characteristics of community pension platform in Guangzhou;and then,from the Perspective of supply and demand,we use the open plan based on Gaode map Datamap tool,an excel plug-in of API,obtains the distance between the demand point and the comprehensive community elderly care service platform(supply point)under different traffic modes.In order to reduce the error,the grid method is used to process the population data,and the two-step moving search method with Gaussian function as the attenuation function is selected for calculation,so as to compare the accessibility under different travel modes,so as to further explore the feasibility It is difficult for the elderly in Guangzhou to obtain community care services,so as to judge the resource shortage areas.Finally,new supply points are added for a resource shortage area to improve the accessibility of community care for the elderly,and provide reference for the government’s planning.The results show that Yuexiu District and the southern part of Panyu District are the most densely populated areas for the elderly,and the accessibility of community elderly care service resources for the elderly in Guangzhou varies greatly under different traffic modes,with walking and driving modes having the lowest and highest spatial accessibility respectively.In addition,under the comprehensive transportation mode,the regional difference of elderly community pension resources is very significant.The accessibility of the surrounding areas around the supply point in the central urban area is relatively high,but the accessibility value of the central area at the junction of Baiyun District and Huangpu District is basically 0.The accessibility level of most areas near the suburb of the city is relatively general,while the accessibility level of the outer suburb of the city is uniform It is at a lower level,such as Conghua,Zengcheng and the edge of Nansha District.However,Nansha street has a high-quality community pension facilities,which makes the accessibility of the middle of Longxue street very high.Finally,aiming at the areas with low accessibility of community home-based care services in the central urban area,new supply points are designed from the perspective of distance and capacity to improve the accessibility of community care resources services for the elderly,so as to provide suggestions for government planning.
