Township power supply station generally shoulders the power supply service of one or several townships and towns,is the executor of rural power grid transformation,and is the most basic power supply unit.Excellent township power supply directors can complete the tasks of the new era,and contribute to the work of "agriculture,rural areas and farmers" while completing the enterprise goals.However,the quality of most township power supply directors can not meet the requirements of the new era,and the related academic research is relatively rare.Building the competency model of township power supply stations can find out the set of competency elements of excellent township power supply stations,which will help the managers of high and middle-level enterprises to improve the quality of township power supply stations in a purposeful and planned way,and then solve some human resource problems existing in the construction of new rural power grid.This paper first read and collate the competency and competency model theory,through literature research and personal interviews,collected 31 characteristics.Through the analysis of reliability and validity,the 31 characteristics were divided into 6 first-class factors.Then,the six first level factors are named as management ability,personal quality,leadership ability,service ability,thinking quality and crisis awareness.The weight of each factor and feature is calculated by coefficient of variation method,and the final model is determined.The competency model of the head of township power supply station consists of six first-class factors and 31 competency characteristics,including: management ability(organizational cognition,goal setting,impact and influence,consultation and authorization,executive ability,analytical thinking,information collection),personal quality(honesty,perseverance,cultivation of others,achievement orientation),leadership ability(overall situation awareness Political awareness,leadership,professional knowledge,public will,change management,communication and expression,teamwork),service ability(crisis management,interpersonal understanding,relationship building,customer service orientation,forward thinking),thinking literacy(self-control,directness / decisiveness,conceptual thinking,self-confidence)and crisis awareness(safety awareness,learning innovation,initiative).The order of importance is: management ability > leadership ability >service ability > thinking quality > personal quality > crisis awareness.
