With the deepening application of “Three Sets of Five”(1)and the increasing opening of the electricity market,and the establishment of Xin Jiang Corps Grid Group Co.,Ltd,the competition among grid enterprises in Xin Jiang becomes more and more fierce.The running condition of one-time equipment of The Transformer Substation is closely related to the happiness Index of residential electricity.The higher the happiness Index is,the larger market shares those grid enterprises can occupy.Therefore,big grid enterprises are energetically seeking ways to overhaul electrical equipments with less shutdown of the electricity.In this background,Condition Overhaul comes into being,Condition Overhaul management yet is becoming a new subject for a brand new round of grid enterprises.With the guidance of equipment management theory,target management theory,organizational structure theory,and people-oriented management theory,this paper comprehensively expounds on the condition-based maintenance management systems of substation equipment in H Power Supply Company.At the same time,this paper analyzes the problems and reasons of condition-based maintenance management existing in the organizational structure and process of condition-based maintenance via literature research and case analysis.In response to existing problems,via interview method,organizational structure theory,and data analysis,this paper clarifies the idea of optimizing the organizational structure,and finally proposes the scope and responsibilities of the optimization condition assessment class,operation,and maintenance department,and state maintenance leading group.With 1 year of virtual operation,in 2020,the optimized organizational structure of the H-powered company solves the problems of unclear responsibilities,prevarication between departments,and the level of competence of personnel.We compared the effect after the operation with that before optimization.At the same time,we compiled a condition-based maintenance management scoring table to score the optimized condition-based maintenance management,gave a concrete quantitative evaluation of the optimized effect,and designed relevant measures to provide a guarantee for it.The focus of this paper is to optimize the existing condition-based maintenance management system around the characteristics of condition-based maintenance management in H Power Supply Company.The optimization effect further deepens the application of “Three Sets of Five”,provides a scientific,reasonable maintenance mode for the inspection and maintenance of substation equipment.It escorts the substation equipment within the jurisdiction of H Power Supply Company and further ensures the stable and healthy operation of Xinjiang’s large power grid.
