With the construction of incorrupt government and the systematization,comprehensiveness and professionalization of anti-corruption work in our country,anti-corruption work has developed from focusing on "key minority" to "all sorts of corruptions".As a key industry in China’s infrastructure construction,nuclear power construction has many hidden dangers of corruption due to its large investment,long cycle and construction market with relatively fixed supplier and overall oversupply.At the same time,because the safety of the nuclear industry is highly concerned by public opinion,and China’s nuclear power plant projects are controlled by central enterprises,the reputation of individual enterprises often has an associated impact on the industry as a whole,and even some serious can affect the image of the central government,so there is less tolerance for corruption in the nuclear power construction market.Under this circumstance,it is particularly important to do a good job in the prevention and control of corruption in the nuclear power engineering company,the backbone of the current nuclear power construction.This paper aims at the construction of corruption prevention and control mechanism in nuclear power engineering companies,and combines the research status and achievements of domestic and foreign scholars on corruption in engineering construction industry.Mainly focusing on the three factors of corruption: the motive of corruption(subjective factor),the condition of corruption(objective environmental factor)and the chance of corruption(random factor of post and business).Starting from the causes of corruption in the field of nuclear power engineering construction,from the human factor to the material factor,the subjective causes of corruption are explored from the economic and sociological perspectives,and analyzing the objective management environment that can cause corruption from the characteristics and current management situation of nuclear power construction industry,analyzing and researching on the enterprise system and management environment deeply,Using causal analysis to map out the causes of breeding malversation in nuclear power projects.And on the basis of finding the cause,identifying and studying the corruption risks in the key aspects of nuclear power engineering project management.Through the general methods of risk management,the interview investigation is fully carried out,and the rich experience of business experts is used to finally sort out 68 corruption risk points involving 47 business links of nuclear power project management,and effectively assess the risk points,determine the risk level.Then,starting from improving the management of project and strengthening management supervision of nuclear power engineering companies,supplemented by loyalty guarantees and measures to improve incentives,we will discuss the establishment of corruption prevention and control mechanism in nuclear power engineering companies with“unable to corrupt” as the main line and “dare not to corrupt” as the branch line to form a set of nuclear power engineering company corruption prevention and control mechanisms measures and dynamic mechanisms.Finally,through the analysis of the objective management effect of the corruption prevention and control mechanism and the results of the expert questionnaire survey,the overall effect of the corruption prevention and control mechanism,the coverage of the corruption risk point,the effectiveness of the prevention and control measures and the feedback of the effectiveness of the auxiliary measures,to further the evaluation and improvement of the established corruption prevention and control mechanism,with a view to establishing a corruption prevention and control mechanism for domestic nuclear power industry engineering companies,and providing useful references to reduce the risk of corruption and ensure the efficient operation of project management. |
