| In the past ten years,China’s civil aviation industry has maintained a steady and rapid growth momentum.The number of passengers,aircraft,and airlines has continued to increase,and market competition has intensified.The Covid-19 has dealt a heavy blow to the global civil aviation industry.Many well-known aviation companies around the world have entered bankruptcy procedures.The Chinese civil aviation industry is also facing quite severe challenges.Since the 19 th National Congress of the Communist Party of China,the state has proposed a set of reform guidelines for improving the management system of various state-owned assets to improve the competitiveness of state-owned enterprises and amplify the functions of state-owned capital.The purchasing management of central state-owned enterprises has continued to develop in a scientific,clean,open and efficient direction..The research motivation of this paper is that S company,as the second-level unit of the central enterprise H Group,must take into account the requirements of the times to correctly handle the profitability and social responsibility relationship of the central enterprise,the relationship between H group and S company,work efficiency and anti-corruption relationship.Explore and optimize the purchasing management process to find a new path.The central issue discussed in this paper focuses on the civil aviation industry,taking the S company set up by the H Group in eastern Guangdong as an example,to study the optimization of the purchasing management process of secondary enterprises of central state-owned enterprises.This paper starts from the actual purchasing management of S company,takes case analysis as the core,and combines research methods such as interview method,causality analysis,and Kraljic model,summarizes the problems in S company purchasing management,proposes targeted solutions,and establishes a new purchasing system.The results of this research are as follows:(1)It is concluded that S company has problems with purchasing system,purchasing organization,purchasing method,evaluation system,and lack of supplier management mechanism;(2)proposed implementation Concentrating on purchasing strategies,optimizing purchasing methods,establishing a pool of purchasing review personnel,establishing a supplier management mechanism,and introducing information technology management methods;(3)Establishing a new purchasing system and realizing modern and scientific purchasing management,after more than 2 years The practice achieved good results and was recognized by the superior purchasing management department and the discipline inspection and supervision department;(4)The successful experience of this research and practice can also provide ideas and methods for reference for the establishment of reasonable purchasing processes by local subsidiaries in other industries. |
